Depuis 2015, le Tchad fait l’objet d’attaques perpétrées par des groupes armés non-étatiques présents dans le bassin du Lac Tchad engendrant des déplacements massifs de populations, aussi bien internes que transfrontaliers. Dans ce contexte mélangeant des déplacements prolongés et nouveaux, il est crucial de disposer des outils de collecte des données permettant d’orienter aussi bien les stratégies purement humanitaires que les stratégies de transition vers le développement. Ainsi, la DTM met en œuvre plusieurs outils dans la province du Lac dont l’indice de stabilité.

Ce rapport présente les résultats du premier round de l’indice de stabilité dans la Province du Lac, réalisé entre février et mars 2021. Cet outil a été piloté au Tchad, Nigeria et Cameroun en 2019 et a été officiellement lancée dans ces trois pays et le Niger en 2021.

L’indice de stabilité a pour but d’évaluer le niveau de stabilité des zones accueillant des populations déplacées dans le Bassin du Lac Chad et ressortir les facteurs influençant ce niveau de stabilité. L’objectif ultime est de permettre une programmation ciblée dans les localités selon leur stabilité et ainsi permettre des interventions cohérentes qui lient les approches humanitaires, de transition et de développement selon la situation de localités.

L'indice de stabilité est basée sur des données collectées par le biais d’entretiens avec des informateurs clés au niveau de la localité (niveau administratif le plus bas possible). Cet indice met en corrélation une trentaine d’indicateurs relatifs aux conditions de vie des populations, regroupés en trois échelles permettant de calculer un score de stabilité dans les zones accueillant les populations déplacées. Les échelles sont les suivantes : 1) accès aux services de base et aux moyens de subsistance, 2) niveau de cohésion sociale et 3) niveau de sécurité.

Ces indicateurs sont issus des résultats de récentes recherches quantitatives et qualitatives sur les dynamiques dans les contextes post-conflits. Ils sont représentatifs des conditions de vie minimales en-deçà desquelles la stabilité n’est pas suffisante pour favoriser des solutions durables.

Les données présentées dans ce rapport ont été collectées entre le 17 février et le 17 mars 2021 dans 228 localités dont 171 sites et 57 villages.

As part of the national COVID-19 vaccination campaign led by the Libyan National Centre for Disease Control (NCDC), IOM conducted awareness-raising sessions on COVID-19 vaccines for a total of 250 adult migrants in community settings in four municipalities during the seventh week. Trained IOM community mobilizers, accompanied by medical teams provided the migrants with critical information on COVID-19 vaccines, including its importance, dosage, side effects and addressed questions and concerns related to the vaccination processes. During the seventh week, 1,080 people (954 migrants and 154 Libyans) have received either Sinopharm or AstraZeneca vaccines.

As part of the national COVID-19 vaccination campaign led by the Libyan National Centre for Disease Control (NCDC), IOM conducted awareness-raising sessions on COVID-19 vaccines for a total of 210 adult migrants in community settings in four municipalities during the sixth week. Trained IOM community mobilizers, accompanied by medical teams provided the migrants with critical information on COVID-19 vaccines, including its importance, dosage, side effects and addressed questions and concerns related to the vaccination processes.

As part of the national COVID-19 vaccination campaign led by the Libyan National Centre for Disease Control (NCDC), IOM conducted awareness-raising sessions on COVID-19 vaccines with a total of 1,986 adult migrants in four detention centres and community settings in Municipalities during the fifth week. Trained IOM community mobilizers, accompanied by medical teams provided the migrants and detention centre staff with critical information on COVID-19 vaccines, including its importance, dosage, side effects and addressed questions and concerns related to the vaccination processes.

As part of the Libyan national COVID-19 vaccination campaign led by the Libyan National Centre for Disease Control (NCDC), IOM conducted the awareness raising sessions on COVID-19 vaccines with a total of 558 adult migrants in one detention centre and community settings in four Municipalities during the fourth week. Trained IOM community mobilizers, accompanied by medical teams provided the migrants and detention centre staff with critical information on COVID-19 vaccines, including its importance, dosage, side effects and addressed questions and concerns related to the vaccination processes.

From 13-15 November, DTM teams in Vila de Mueda observed the arrival of 2,366 IDPs coming from Ngapa sede, Namatil, Naschitenje, Naida, Mocimba de Rovuma, and Nahamba localities. Arrivals have been mapped across host communities in Vila de Mueda as well as Eduardo Mondlane Relocation Centre. Of these recorded movements, children constitute the majority of the travellers (48%). An estimated 49 elderly, 18 people with disabilities and 21 pregnant women were additionally reported within these observed movements.

During the reporting period (10 to 16 November 2021), a total of 58 movements were recorded - 40 arrivals (5,853 individuals), 14 departures (161 individuals), 2 transits (63 individuals), and 2 intended return movements (87 individuals), The largest arrivals were recorded in Mueda (3,139 individuals), Ancuabe (2,204 individuals) and Nangade (382 individuals). The largest departure was recorded in Mueda (85 individuals). The largest transit was recorded in Mueda (63 individuals). The intended return movements were observed in Montepuez (15 individuals), Balama (11 individuals), Mueda (148 individuals) and Nangade (72 individuals). Less than one quarter of the total population (15%) were displaced for the first time. An estimated 75 per cent of reported IDPs had been displaced more than once prior to this latest movement.

The outbreak of the COVID-19 pandemic at the beginning of 2020 has affected global and regional mobility, including mobility in Iran (Islamic Republic of), through various travel disruptions and restrictions.

To better understand how the pandemic affects global mobility, the International Organization for Migration (IOM) developed an online tool and database to register points of entry, exit and transit - such as airports, land and blue border crossing points - where mobility restrictions and preparedness and response measures are in place. To support these efforts, over a period of 18 months, the Displacement Tracking Matrix Regional Evidence for Migration Analysis and Policy (DTM REMAP) team in Iran (Islamic Republic of) mapped and gathered data on the locations, statuses and restrictions at Points of Entry (PoE) in the country. The information gathered allows more in-depth analysis to uncover specific trends related to the locations, statuses and restrictions of PoEs in Iran (Islamic Republic of).

Between July and August 2021, the DTM REMAP team in Iran (Islamic Republic of) assessed 93 PoEs. The most common type of PoE reported was airports (47), followed by land borders (30) and blue borders (16). Internal transit points are not taken into account in this snapshot. During the PoE reporting period, the number of assessed PoEs in Iran (Islamic Republic of) increased from 91 to 93 PoEs. At the end of August, 45 POEs were fully operational, 43 were partially operational and 2 of the PoEs were fully closed.

During the reporting period, tourist visas were still not issued to foreign tourists and only citizens who wanted to travel to the Islamic Republic of Iran for work, education and treatment could apply for an Iranian visa. All passengers entering the Islamic Republic of Iran, including those who were vaccinated, needed a negative COVID-19 test certificate issued within 96 hours of the flight.
