Context:
 
Under overall supervision of the Deputy Chief of Mission and the direct supervision of the Head, Bangladesh Migration Data Analysis Center (BMDAC) and in close coordination with the Project Manager of Regional Displacement Tracking Matrix (DTM) Regional Evidence for Migration Analysis and Policy (REMAP) (DTM REMAP), the successful candidate will be responsible for assisting with the project management of the DTM REMAP project in IOM Bangladesh.
 
Core Functions / Responsibilities:
 
  1. Ensure the implementation of DTM REMAP project activities such as (but not limited to), DTM mobility tracking, DTM flow monitoring and DTM surveys. Track progress and ensure that deadlines are met.
  2. Support in organizing the logistics and procurement related to the DTM REMAP project implementation to ensure timely response.
  3. Support in coordinating field data collection for DTM REMAP project activities and provide guidance in organizing appropriate trainings for the DTM REMAP data collection teams on issues related to DTM tools, including data collection forms, data processing protocols definitions etc.
  4. Ensure timely production of national DTM data outputs and DTM reports in close coordination with the Regional DTM REMAP project coordination unit.
  5. Provide technical support in reporting and analyzing DTM data and provide necessary feedback to the Regional DTM REMAP project coordination unit regarding any inconsistencies.
  6. Maintain organized databases and narrative reports of all information collected under the DTM REMAP project.
  7. Liaise with relevant authorities, UN agencies, NGOs, think tanks, government authorities, and other stakeholders on issues relevant to the DTM REMAP project. Participate in relevant meetings.
  8. Supervise the project team and apply IOM’s respectful work environment principle.
  9. Provide administrative and logistical support as needed.
  10. Perform such other duties as may be assigned.
 
Required Qualifications and Experience:
 
Education
 
  • Master’s degree in Migration Studies, Demography, Political or Social Science, International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
 
Experience
 
  • Experience in coordination and implementation of data collection in emergency context on displacement and/or human mobility;
  • Practical field experience in domains related to relief interventions and humanitarian action (including support to displaced populations and implementation of emergency and early recovery activities), UN, and the cluster system;
  • Experience in survey and questionnaire design and implementation and probabilistic sampling is an advantage;
  • Research experience in the field of population studies, human mobility, mixed migration, and refugees/IDPs in developed and developing countries, including field experience related to displacement and migration research is an advantage.
 
Languages
 
Fluency in English is required. Working knowledge of Bangla, French and/or Spanish is an advantage.

I. Organizational Context and Scope

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last four years, including in all Level 3 emergencies. As of the end of 2015, DTM was active in 22 countries, tracking and monitoring over 14 million IDPs.


The DTM Support Team, based in headquarters, assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is also striving to enhance the DTM by working on a multitude of initiatives exploring further integration of innovative technologies, improving capacity building components, and designing more streamlined processes.


Under the overall supervision of the Global DTM Coordinator and direct supervision of the Senior DTM Coordination Manager, the incumbent will be responsible and accountable for providing support to the activities and services provided by DTM support team in headquarters for DTM implementation in the field worldwide, in particular to support the development and implementation of global system components for DTM big data processing and analysis.


II. Responsibilities and Accountabilities


Specific duties and responsibilities will include the following tasks:

1.   Research, evaluate and recommend database and application system solutions and suggest best use case scenarios for big data processing and analysis.

2.   Research, evaluate and make recommendations on best practices regarding data management, data architecture and data design to ensure effective and efficient processes and quality of output in relation to big data processing and analysis.

3.   Work closely with development teams in designing and validating solutions for the suitable applications and their integration into the overall DTM global systems and platforms.

4.   Work closely with relevant technical teams to set up workplan, standards, and road maps in relation to big data information system integration and implementation.

5.   Evaluate and recommend management/monitoring tools for the recommended system solutions and regularly perform database health monitoring and diagnostics.

7.   In coordination with ICT unit, support in maintaining system performance and reliability as well as developing required effective and efficient backup and recovery procedures

8.   Ensure that the implementation of the information management systems and application adhere to IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, including on system and data security.

9. Perform such other duties as may be assigned.

IV. Education and Experience 

Master’s degree in Computer Science (or equivalent) from an accredited academic institution with relevant professional experience.
Experience in the data warehousing and BI space (incl. SQL / Data Modelling, Data Integration, Data Governance)
Experience across systems integration, information management business analytics and architecture
Experience in data warehouse environment and knowledge of existing and emerging data integration approaches
Experience in data architecture - experience of designing and developing logical data models

This includes hands on coding ensuring data collected is proofed to source, handling daily exceptions (changes to source data, process errors, verifying suspect data), applying industry standard methodologies, and tracking to operational metrics.
  2. Support in analyzing new assignments, developing scripts and tests to validate data, handling change requests and providing quick and efficient solutions to data sourcing issues.
  3. Support in building requirements, metadata, backup procedures, and process documentation, and overall management of dataset addition process.
  4. Works with various parts of the global DTM Support team to ensure that content is delivered on-time, regardless of system issues, and that the format and structure supports the operational requirements.
  5. Support in following up on exceptions and outliers associated with specific datasets. This may include via industry contacts, 3rd party verification, additional research, and modelling or related analyses.
  6. Support to formulate and maintain KPI for data quality, time management, and cost monitoring associated to be used across various parts of the global DTM Support team.
  7. Support on development of data queries for internal use as require, as well as one-time data pulls from database as requested.

1. Design and implement scalable system for report indexing and full text searching capabilities on DTM websites and other application systems as needed.
2. Integrate indexing framework with existing web applications through the use of REST API and any other required system interface as per the overall system design.
3. Support in documentation of corresponding workflow and process related to system development, deployment, and implementation.
4. Assist with the design, development, and maintenance of the global DTM websites and platforms.
5. Support and liaise with relevant DTM staff in the field to identify and design corresponding user interface requirements, workflows, and functionalities in relation to further development of DTM web application systems. This includes assisting in creating wireframes, storyboards and prototypes to propose options for implementation as required.

Context:
 
Under the overall supervision of the Senior Regional Emergency and Post-Crisis Specialist, and the direct supervision of the Senior Regional Project Manager (Displacement Tracking Matrix (DTM) - Regional Evidence for Migration Analysis and Policy (REMAP)) based in Bangkok, Thailand, the successful candidate will be responsible for contributing to data consolidation, analysis and reporting under the DTM REMAP project.
 
Core Functions / Responsibilities:
 
1. Provide technical inputs to be used for the development and implementation of the methodological, operational and training aspects of the DTM REMAP project.
2. Draft and produce standard publishing materials and presentations, and various data visualization formats including maps, statistics, online materials and info sheets. Provide technical support related to data presentation needs on various written outputs (e.g. papers, analysis, sections of reports and studies, inputs to publications, etc.).
3. Draft, proof-read, assist with editing and format DTM output products including but not limited to analytical and statistical reports, displacement profiles, etc.
4. Produce weekly and monthly DTM products including weekly newsletters, monthly report compilations and any other reports or info sheets.
5. Prepare preliminary multi-country analyses of DTM data under the DTM REMAP project.
6. Evaluate data and information gaps across all countries and propose adjustments to improve ongoing data collection exercises to strengthen overall consolidation and compatibility of data across countries under the DTM REMAP project.
7. Research, analyze and evaluate new applications related to information systems, new technologies and processes to manage information in response to disasters and/or complex emergencies and make recommendations for their utilization.

Since 2004, the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last five years, including in all Level 3 emergencies. During 2017, DTM has been active in over 60 countries. To coordinate and support operations implemented by approximately 2,400 staff, the global DTM support team is comprised of 40 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna and The Hague). Since its inception the global support team includes, on average, 50% female and 50% male staff as well as a diverse range of nationalities. Recently, IOM is also exploring the viability of employing DTM, a largely humanitarian tool, for recovery and development-oriented operations.

Following the World Humanitarian Summit 2016 and Grand Bargain commitments to transcend the humanitarian-development nexus, IOM has been using its DTM to contribute to the evidence-base of development-oriented programmes. IOM is thus seeking a qualified candidate to further examine and support the use of DTM data for recovery and development operations. This includes providing data support for the work of IOM’s Transition and Recovery Division (TRD), which applies development-principled approaches to address root causes driving forced and irregular displacement. TRD consist of four work streams: stabilization and resilience; durable solutions and recovery; transition and peacebuilding; disaster risk reduction and environmental degradation. This internship will support IOM in delivering across the spectrum from humanitarian responses, to recovery initiatives to development programming. 
 
Located in the IOM London office, under direct supervision of the DTM Project Management & TRD Liaison Officer (Geneva) & the AKO Unit lead, and the overall/ daily supervision of the Global DTM Coordinator (London), the successful candidate will integrate into the AKO unit.
 
II. RESPONSIBILITIES AND ACCOUNTABILITIES
 
The objective of this internship is to support the use of DTM data for development-oriented programming and discussions. This includes adapting tools, collecting and analysing data, as well as compiling good practices related to assisting IOM in bridging the humanitarian-development nexus.
 
The candidate should be up to date on humanitarian-development nexus (HDN) discussions and strategies both within IOM and across the UN. The candidate should also be knowledgeable on the 2030 Agenda for Sustainable Development Goals (SDGs) and identify the extent to which DTM data can be used to measure relevant SDG targets and development indicators.  
 
Thematic focus: Improvement and consolidation of DTM data related to monitoring humanitarian development nexus (HDN) indicators. 
 
  • Explore the extent to which DTM can be better analysed to inform HDN discussions and programmes, and provide recommendations on how to make DTM data more applicable for informing collective outcomes and development contexts
  • Investigate the range of tools associated with measuring progress towards achieving the SDGs at national and global levels, and research how and  where these tools can be incorporated to complement DTM programmes
  • Evaluate existing indicators, tools and practices undertaken by development actors, including the World Bank and UNDP, and review their potential applicability in countries where DTM is active by connecting with other departments and divisions within IOM, support DTM in improving its alignment and coordination of humanitarian, recovery, and development initiatives 
  • Analyse the Sustainable Development Goals’ (SDG) targets and indicators to determine which are most relevant to measuring the human development of people affected by displacement and in crisis settings and measure DTM  data against SDG targets and indicators 
  • Conduct the analysis of indicators and methods used by DTM in the different contexts relevant to humanitarian development indicators
  • Support TRD in providing recommendations related to DTM indicators and the HDN component in the DTM data dictionary
  • Support IOM thematic research on HDN thematic work
  • Liaise with relevant IOM specialists on returns monitoring and TRD programmes
  • Provide administrative and logistical support when needed.

  • Desk review of historical trends of migration and exploration of variances in macroeconomics in the region
  • Review of the impact of the gradual de-valuation of the Libyan dinar and explore any impacts on migration stocks measured by DTM in Libya 
  • Support the development of econometric models to analyse impact on human mobility, in connection with measurements conducted by DTM
  • Develop analytical frameworks, based on DTM data dictionary and tools, to help identify proxies for economic effects in displacement and mobility
  • Analyse DTM Flow Monitoring data from West Africa and identify possible relations between economic factors in Libya and mobility in the region; 
  • Ensure adherence to data protection principles for handling personal data of IOM beneficiaries, in regard to collection, use, storage, disclosure and disposal of personal data.

The information collected serves to direct the humanitarian community towards delivering services, supporting follow-up with an individual and/or facilitating a protection intervention. Currently, there is more displacement data available than ever before. However, such data has not been leveraged to its maximum potential for the purpose of guiding health sector response during emergencies. In the context of infectious disease hazards, regular human mobility has shown capability to amplify the spread of infectious diseases, and therefore needs to be well-understood within response efforts. To date, however, the utilization of human mobility information to guide response efforts is still a new concept that needs to be further developed and tested. The main objective of this internship will be to assist IOM to explore areas of public health analysis of IOM’s DTM data, which tracks and monitors the displacement and population mobility, as well as provide recommendations on how health programming can contribute to DTM exercises to strengthen health information, for the purpose of supporting health sector decision making during humanitarian response.

II. RESPONSIBILITIES AND ACCOUNTABILITIES
Objective: Technical assistance will be provided to evaluate possible ways to analyse and use DTM data from a public health and epidemiology perspective. The purpose will be to review DTM tools and datasets, and advise on how existing and future DTM exercises could benefit health partners and inform health sector response.
 
Common to all interns in the AKO unit:
  • Provide support in analysis and interpretation of data as well as in review of DTM documents requiring remote assistance
  • Provide support in analysis and interpretation of data, as tasked by MHD and DTM units;
  • Facilitate the organization of webinars in support of MHD and DTM units to ensure regular internal and external updates on human mobility as part of public health interventions;

  • Statistically analyze DTM datasets from a public health perspective and identify opportunities for use by the health sector partners, including both mobility tracking and flow monitoring data
  • Support MHD in consolidating recommendations related to DTM indicators and the MHD component in the DTM data dictionary, including in developing analytical frameworks applicable to DTM data and useful during health emergencies, with some emphasis on EVD outbreak preparedness
  • Build up on existing DTM/MHD materials for DTM staff, and support the teams in producing documentation for global DTM preparedness, with specific emphasis on public health emergencies
  • Desk review and GIS mapping of key mobility corridors, migration routes, Points of Entry/Exit and Spaces of Vulnerability throughout countries more usually affected by EVD outbreaks, as well as other public health issues identified by MHD. 
  • Review existing methodologies and tools on Population Mobility Mapping for public health action, as well as identify good practices and provide recommendations for improvement;
  • Support with any reporting activities related to displacement and health within the targeted countries

ORGANIZATIONAL CONTEXT AND SCOPE
 
Since 2004 the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last five years, including in all Level 3 emergencies. During 2016, DTM has been active in over 40 countries. To coordinate and support operations implemented by approximately 2,200 staff, the global DTM support team is comprised of 40 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna and The Hague). Since its inception the global support team includes, on average, 50% female and 50% male staff as well as a diverse range of nationalities.
 
Global DTM support is organized within the following units: Global System Management (GSM); Project and Operations Support (POS); Operations and Methodological Framework (OMF); Data Systems and Centralization (DSC); Data Management, Verification and Procedures (MVP); Digital Content Management (DCM); Analytics, Knowledge and Output Quality (AKO); Data Models and Learning (DML); DTM and Data Partnerships (DDP); Geospatial Analytics (GSA); Data Initiated Operations (DIO); and Humanitarian and Development Solutions (HDS).  
 
Located in the IOM London office, under direct supervision of the Nigeria DTM Coordinator (Maiduguri), the thematic supervision of the Shelter and Settlements Expert (DOE/PRD/Geneva) and the Biometric Solutions Expert (Maiduguri) and the overall/daily supervision of the Global DTM Coordinator (London), the successful candidate will integrate the AKO unit.
 
RESPONSIBILITIES AND ACCOUNTABILITIES
 
Thematic focus: Solutions development for multi-stakeholder biometric beneficiary management system
 
Under the thematic focus, the incumbent shall support the system review and upgrade process towards beneficiary management systems that support multi-stakeholder and multi-modal aid distributions information management; with the specific focus on:
Support the system’s functional and technical requirements specifications analysis and documentations
Support the project risk analysis and development of risk strategy   
Support the development of system implementation support plans for the missions 
Support the coordination with the stakeholders internally and externally and manage the communications
Common to AKO unit, with geographic focus: Nigeria (please note that this position is located in London, United Kingdom)
Provide support in analysis and interpretation of DTM data as well as in DTM documents requiring remote assistance, as tasked by DTM Nigeria;
Facilitate the organization of webinars in support of DTM Nigeria to ensure regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility in Nigeria;
If necessary, to provide updates on human mobility trends, changes and any other significant observations surrounding human mobility in Nigeria;
Assist DTM Nigeria in the production and quality control of documents;
Coordinate with other units of the global DTM support team also in contact with DTM Nigeria in order to ensure continuity of functional workflows; 
The candidate should be permanently up to date on the most recent human mobility trends, changes and any other significant observations surrounding human mobility in Nigeria
