ORGANIZATIONAL CONTEXT AND SCOPE

Since 2004 the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last five years, including in all Level 3 emergencies. During 2016, DTM has been active in over 40 countries. To coordinate and support operations implemented by approximately 2,200 staff, the global DTM support team is comprised of 40 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna and The Hague). Since its inception the global support team includes, on average, 50% female and 50% male staff as well as a diverse range of nationalities.

 

Global DTM support is organized within the following units: Global System Management (GSM); Project and Operations Support (POS); Operations and Methodological Framework (OMF); Data Systems and Centralization (DSC); Data Management, Verification and Procedures (MVP); Digital Content Management (DCM); Analytics, Knowledge and Output Quality (AKO); Data Models and Learning (DML); DTM and Data Partnerships (DDP); Geospatial Analytics (GSA); Data Initiated Operations (DIO); and Humanitarian and Development Solutions (HDS). 

 

Under the overall supervision of the Global DTM Coordinator, the successful candidate is responsible for the provision of support to the overall scientific, technological and artistic aspects of developing and producing maps, graphics, illustrations, layouts, presenting complex information as diagrams, charts and spreadsheets, as well as in the form of conventional maps in relation to the implementation of Displacement Tracking Matrix (DTM) worldwide.

RESPONSIBILITIES AND ACCOUNTABILITIES

  1. Provide visualization guidelines to field missions for cartographic processes
  2. Research new visualization methodologies and software’s to enhance cartographic products within the Global DTM programme
  3. Research, select and evaluate map source data for use in the preparation or revision of maps, graphics, illustrations, layouts and charts to various scales.
  4. In coordination with GSA, support to collect and analyze humanitarian geographical data and create maps and other graphical products that rapidly provide visual summary of situations
  5. Measure, analyze and interpret geographical information to create maps and charts, plan workflows with different team members, including data managers, GIS, models, etc, in order to produce required products.
  6. Acquire, organize and in coordination with the GSA unit, to support the maintenance of geographical and related data that can enhance analytical humanitarian products.
  7. Improve and promote DTM products and participate in initiatives to enhance understanding of humanitarian and displacement patterns through mapping and data visualization at the global and in the field level as required.  
  8. Examine and compile data from ground surveys, reports, aerial photographs, and satellite images to prepare thematic maps.
  9. Revise existing maps, graphics, illustrations, layouts and charts to make corrections, adjustments, and updates. Check the accuracy of final products.
  10. Provide relevant technical support to DTM countries of implementation both remotely or on-site as required.
  11. Perform such other duties as may be assigned.

Technical

  1. Excellent knowledge of graphic design software; advanced proficiency with software packages, most specifically Adobe Suite (In design, Illustrator and Photoshop) and MS Office (Publisher, PowerPoint, Visio) and SharePoint
  2. Excellent knowledge  of GIS software’s (e.g. ArcGIS or QGIS) and knowledge exporting to vector based graphic software’s
  3. Knowledge of public information products, data visualization and related tools/software.
  4. Proficiency in cartographic rules including illustrated topographic and thematic maps for variety map audiences.
  5. Knowledge of visualization process:  spatial qualitative and quantitative data and spatio-temporal patterns.
  6. Sufficient understanding of illustration proportions, coloration, map theme structure, report layout and interactive media design
  7. Knowledge of other visualization methods: interactive, dynamic, animated maps and multimedia applications is an asset.


EDUCATION AND EXPERIENCE 

  • Bachelor degree and 3 years of relevant experience or Master degree and preferably 2 years of relevant experience in information management, geography, geomatics, topographic science, cartography, geographic information systems (GIS), earth sciences, or related field or equivalent combination of a degree and work experience.
  • Good understanding of humanitarian issues, online publishing/journalism and web technologies. 
  • Extensive experience with technical DTM system development, humanitarian emergency operations, displacement/migration flows and population mobility.
  • Working experience in vector based/illustration software’s which have been used in public/professional publications


LANGUAGES
Required

  • Fluency in oral and written English and working knowledge of French

  • Other UN Language

    RESPONSIBILITIES AND ACCOUNTABILITIES

    Common to AKO unit, with geographic focus: Iraq

    • Provide support in analysis and interpretation of DTM data as well as in DTM documents and research requiring remote assistance, as tasked by DTM Iraq;
    • Facilitate the organization of webinars in support of DTM Iraq to ensure regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility in Iraq;
    • If necessary, to provide updates on human mobility trends, changes and any other significant observations surrounding human mobility in Iraq;
    • Assist DTM Iraq in the production and quality control of documents;
    • Coordinate with other units of the global DTM support team also in contact with DTM Iraq in order to ensure continuity of functional workflows;

    The candidate should be permanently up to date on the most recent human mobility trends, changes and any other significant observations surrounding human mobility in Iraq

    Thematic focus: Supporting quality control of DTM Iraq’s work towards durable solutions of IDPs including the returns index and other tools

    • Support the launch of the returns index monitoring tool
    • Support the management of the IOM Iraq - DTM Returnee Master list/database
    • Support data analysis to rank/categorize the quality of conditions in areas of returns
    • Support longitudinal analysis of return conditions to help establish an operational dataset to inform programming
    • Support on the generation of key product outputs related to returns in Iraq
    • Support IOM Iraq thematic research on returns and durable solutions
    • Liaise with relevant IOM specialists on returns monitoring and TRD

    RESPONSIBILITIES AND ACCOUNTABILITIES
    Under the overall supervision of the Global DTM Coordinator and the direct supervision of the Regional Information Management Officer at RO Dakar, the incumbent will provide support for the development of analysis and reports focusing on the Lake Chad Basin Crisis through the review, processing and use of data collected through the Displacement Tracking Matrix (DTM) and other relevant displacement and mobility data collection.

    • Thematic focus: Regional analysis of internal and cross-border movements, with an emphasis on return movements
    • Geographic focus: Lake Chad Basin.

    In particular, he/she will:

    • Provide support in analysis and interpretation of DTM data as well as in DTM documents requiring remote assistance, as tasked by the DTM Unit of RO Dakar;
    • Facilitate the organization of webinars in support of DTM exercises in the Lake Chad Basin to ensure regular internal and external updates on human mobility trends, changes and any other significant observations surrounding human mobility in the Lake Chad Basin;
    • Facilitate the production of a sub-regional report on the mobility and displacement in the Lake Chad Basin, as well as thematic papers focusing on specific topics such as return trends;
    • If necessary, to provide updates on human mobility trends, changes and any other significant observations surrounding human mobility in the Lake Chad Basin;
    • Assist DTM exercises in the Lake Chad Basin in the production and quality control of documents;
    • Coordinate with other units of the global DTM support team also in contact with DTM exercises in the Lake Chad Basin in order to ensure continuity of functional workflows;
    • Identify potential gaps in data collection and indicators collected in order to strengthen DTM exercises in the Lake Chad Basin and promote the adoption of core indicators;
    • Be permanently up to date on the most recent human mobility trends, changes and any other significant observations surrounding human mobility in the Lake Chad Basin;
    • Provide administrative and logistical support when needed.
