I. ORGANIZATIONAL CONTEXT AND SCOPE

Since 2004 the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last seven years, including in all Level 3 emergencies. During 2019 DTM was active in over 72 countries. To coordinate and support operations implemented by approximately 5,200 staff, the global DTM support team is comprised of 45 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna and The Hague). The Migration Health Division (MHD) oversees the Organization’s provision of migration health services globally. These services aim to meet the needs of Member States in managing health-related aspects of migration, and to promote evidence-based policies and holistic, preventive and curative health programmes which are beneficial, accessible, and equitable for mobile populations and host communities. IOM’s health response to humanitarian and public health emergencies aims to save lives, reduce morbidity and alle¬viate suffering, while upholding humanitarian principles and protect human dignity. Programming in this domain en¬compassses the various stages and typologies of emergencies, throughout all the phases of the mobility continuum.  Currently, there is more displacement data available than ever before. However, such data is only beginning to be leveraged at its maximum potential for the purpose of guiding public health responses as both a means of prevention, and response; before and during emergencies. In the context of public health/infectious disease hazards, it must be understood that migration is a social determinant of health, and throughout the migration process migrants are exposed to a unique set of sociocultural, economic and environmental factors that may increase their risk of exposure to negative health outcomes, including communicable diseases. This therefore needs to be well-understood within response efforts.  The main objective of this internship will be to assist IOM to further explore areas of public health analysis of IOM’s DTM data, which tracks and monitors the displacement and population mobility, as well as provide recommendations on how health programming can contribute to DTM exercises to strengthen health information, for the purpose of supporting health sector decision making during humanitarian response.  Located in the IOM London office, under direct supervision of the DTM Analytics, Knowledge and Output Quality (AKO) Unit Lead (London), DTM Lead Editor (London) and the Health Emergency Operations Officer (Geneva), and the overall/daily supervision of the Global DTM Coordinator (London), the successful candidate will integrate into the AKO unit.

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

Objective: Technical assistance will be provided to produce reports relevant to, and evaluate possible ways to analyse and use DTM data from a public health and epidemiological perspective. The role will also review DTM tools and datasets, and support the Global DTM Team on further examining how DTM exercises can benefit health partners and inform the wider health sector response.

Common to all interns in the AKO unit:

  • Provide support in analysis and interpretation of data as well as in review of DTM documents requiring remote assistance
  • Provide support in analysis and interpretation of data, as tasked by MHD and DTM units;
  • Facilitate the logistical organization of webinars in support of MHD and DTM units to ensure regular internal and external updates on human mobility as part of public health interventions;
  • If necessary, to provide updates on human mobility trends, changes and any other significant observations surrounding human mobility in the targeted countries;
  • Assist MHD and DTM units in the production and quality control of documents;
  • Coordinate with other units of the global DTM support team also in contact with relevant DTM and MHD units in order to ensure continuity of functional workflows;
  • Provide administrative and logistical support to the London team when needed

Thematic focus: Improvement and consolidation of DTM practice related to exploring areas of public health analysis of IOM’s DTM data,

  • Statistically analyze DTM datasets from a public health perspective and identify opportunities for use of DTM datasets by health sector partners, including both mobility tracking and flow monitoring
  • Identify relevant secondary data sources, and cross-analyse with DTM data to inform public health programming
  • Build upon existing DTM/MHD materials, and support the teams in producing documentation for global DTM preparedness, with specific emphasis on public health emergencies under MHD’s health, border and mobility management framework (HBMM)
  • Identify potential opportunities for joint MHD-DTM programming and provide support for the development of projects in relation to such initiatives
  • Assist in the refinement and application of IOM’s Population Mobility Mapping (PMM) methodology and associated tools for public health action, as well as identify good practices and provide recommendations for their improvement;
  • Support with any reporting activities related to displacement and health, such as supporting meetings and workshops.
  • Support IOM thematic research on displacement and health support in monitoring/quality control of data collected and analysis
  • Perform other duties as may be assigned throughout the internship.

IV. EDUCATION AND EXPERIENCE 

Master’s degree from an accredited academic institution in a field of study related to Public health, Epidemiology, Biostatistics, Geographical Information Science (GIS) or other relevant disciplines. Alternatively, a Bachelor’s degrees with 2 years of relevant working experience.

IOM activities that cut across these areas include the promotion of international migration law, research, policy debate and guidance, protection of migrants' rights, migration health and the gender dimension of migration.

The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand supports 33 Country Offices covering 40 countries across the Asia and Pacific region; https://www.iom.int/asia-and-pacific. The key responsibility of the ROAP is to formulate regional strategies, processes and programmes in line with the overall priorities and policies of the Organization and to provide strategic and programmatic guidance and support to countries within its region. Several Six Regional Thematic Units are based at the ROAP to fulfill this responsibility.

The Emergency and Post Crisis (EPC) Unit in the ROAP focuses on ensuring IOM Missions in Asia and the Pacific are prepared to respond to Migration Crisis needs, aid decision-making related to humanitarian affairs, and strengthens partnerships with other organizations within and outside of the humanitarian architecture.  

 

 

II. SUPERVISION

 

Working under the direct supervision of the Regional DTM Officer based in Bangkok, Thailand the intern will be responsible for assisting the Regional Information Management activities in the cleaning, refinement and quality assurance of databases as part of the DTM information management tool, the Displacement Tracking Matrix (DTM) and other IM systems present in the region.

 

 

III. RESPONSIBILITIES AND ACCOUNTABILITIES

 

The successful candidate will have the following duties and responsibilities:

  1. Provide technical support to IOM Asia Pacific field missions in the collection and tabulation of data for DTM and other information management activities including regional priority data collection exercises. 
  2. Research, analyze and evaluate new applications related to information systems, to new technologies and processes to manage information in response to disasters and/or complex emergencies and make recommendations for their utilization.
  3. Support technical liaison activities with relevant partners and stakeholders to present, discuss, advise, and explore potential development and initiatives in relation to the implementation of DTM programs and projects at the global and country levels.
  4. Regularly liaise with IOM’s field colleagues, partners and donors for updates, events, developing best practices and lessons learned and other initiatives.
  5. Develop and improve ODK/Kobo forms for survey templates.
  6. Prepare tabulations for technical reports, information bulletins and other relevant information products related to displacement-affected populations and migration flows (such as statistical analysis and interpretation of results of site assessment, return intention surveys, flow monitoring surveys)
  7. Support in the production of information products, including, but not limited to, analytical and statistical reports, displacement profiles, maps and other relevant products, to ensure their highest possible quality.
  8. Assist the Field missions in data entry, database use and troubleshooting, when required.
  9. Querying databases as required by the operation/project managers, policy analysts, Regional RTSs and DTM Officer.
  10. Assist in the drafting and validation of standard operating procedures for DTM data collection and management. 
  11. Implement a quality assurance system based on compilation best practice for data quality control as implemented by DTM offices worldwide and global guidance.
  12. Perform other duties as may be assigned.

V. ELIGIBILITY AND SELECTION

 

The Internship Programme aims at attracting talented students and graduates who have a specific interest in, or whose studies have covered, areas relevant to IOM programmes and activities.  Interns must be between 20 and 36 years old and should have less than two years of relevant working experience.  The Internship Programme is open to candidates of any nationality.

It does so by providing services and advice to governments and migrants.  The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. As of the end of 2015, DTM was active in 22 countries, tracking and monitoring over 14 million IDPs.  The DTM Support Team, based in headquarters, assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. Technical

Hands-on experience with Hadoop architectures (incl. YARN, MapReduce, Pig, Hive, HBase. Oozie, Spark)
Thorough understanding of the capabilities of Apache Hadoop distributions such as e.g. IBM, Hortonworks, Cloudera, or MapR and their integration options with traditional data warehousing and BI tools (such as e.g. Teradata, IBM DB2 / Netezza / DataStage / Cognos, Informatica, Ab Initio)

I. ORGANIZATIONAL CONTEXT AND SCOPE Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.  The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last four years, including in all Level 3 emergencies. As of the end of 2015, DTM was active in 22 countries, tracking and monitoring over 14 million IDPs.  The DTM Support Team, based in headquarters, assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is also striving to enhance the DTM by working on a multitude of initiatives exploring further integration of innovative technologies, improving capacity building components, and designing more streamlined processes. Under the overall supervision of the Global DTM Coordinator and direct supervision of the Senior DTM Coordination Manager, the incumbent will be responsible and accountable for providing support to the activities and services provided by DTM support team in headquarters for DTM implementation in the field worldwide, in particular to support development and implementation of supplementary and interoperable systems for quality assurance and further improvement of global DTM data and analysis. II. RESPONSIBILITIES AND ACCOUNTABILITIES Specific duties and responsibilities will include the following tasks: 
  1. Support in ensuring timely and accurate collection and databased storage. This includes hands on coding ensuring data collected is proofed to source, handling daily exceptions (changes to source data, process errors, verifying suspect data), applying industry standard methodologies, and tracking to operational metrics.
  2. Support in analyzing new assignments, developing scripts and tests to validate data, handling change requests and providing quick and efficient solutions to data sourcing issues.
  3. Support in building requirements, metadata, backup procedures, and process documentation, and overall management of dataset addition process.
  4. Works with various parts of the global DTM Support team to ensure that content is delivered on-time, regardless of system issues, and that the format and structure supports the operational requirements.
  5. Support in following up on exceptions and outliers associated with specific datasets. This may include via industry contacts, 3rd party verification, additional research, and modelling or related analyses.
  6. Support to formulate and maintain KPI for data quality, time management, and cost monitoring associated to be used across various parts of the global DTM Support team.
  7. Support on development of data queries for internal use as require, as well as one-time data pulls from database as requested.
  8. Ensure that the implementation of the information management systems and application adhere to IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, including on system and data security.
  9. Perform such other duties as may be assigned. 
 III.   • Good data visualization skills on HTML5 or JavaScript environments, AngularJS, NodeJS, or D3 is a plus.

  • Capability to transform ideas into algorithms and programming code/apps.
  • Excitement and interest in for spatio-temporal data and their relation with Big Data technologies, with an eagerness to jump in on day one.
 IV. EDUCATION AND EXPERIENCE  
  • Pursuing degree in Computer Science, Engineering, Analytics or related field; with relevant professional experience is an advantage.
  • Experience in compiling, collecting, and analyzing data from different sources, structured and unstructured. Experience with Natural Language Processing and Sentiment Analysis is a plus.
