Project Context and Scope:

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

The Displacement Tracking Matrix (DTM) is a system to track and monitor displacement and population mobility, and is designed to regularly and systematically capture, process and disseminate information providing a better understanding of the movements and evolving needs of displaced populations, whether on-site or enroute. In recent years DTM has become increasingly recognized as the primary source of displacement and migration data and information sources at country, regional and global levels. As a result of its worldwide presence, flexibility, and interoperability, DTM is now being implemented in Pakistan.


Organizational Department / Unit to which the Consultant is contributing:

The Consultant will be contributing to IOM’s Displacement Tracking Matrix (DTM) programme. One of the core functions of DTM is data collection targeting various types of mobile populations and communities living with them through various methods such as face-to-face and/or telephonic interviews. Several enumerators and field coordination assistants will be assigned to conduct data collection and coordinate the effort at the field level.

  1. Category A Consultants: Tasks to be performed under this contract

Under the overall supervision of the Displacement Tracking Matrix (DTM) Programme Manager in IOM Pakistan, the incumbent will be supporting the implementation of the IOM DTM programme in Pakistan, including:

  • Support with the implementation of DTM activities in Pakistan including but not limited to; DTM BaselineMobility Assessments, DTM Community Needs Assessments, DTM Flow Monitoring, DTM Thematic Surveys.
  • Support with DTM data analysis and reporting, including (but not limited to) the development of DTManalytical reports, dashboards and sitreps.
  • Contribute to cross-sectoral and thematic analyses of interest to IOM and partners, including on humanmobility in the context of climate change, migrant protection, vulnerabilities, and needs.
  • Actively participate in the process of generating visualizations products such as interactive dashboards,maps, charts, and infographics that show findings, summarized and customized information to present tomanagement, advocacy teams, other organization's departments, donors, and for data quality control.
  • Design and develop DTM forms, using KOBO Toolbox and participate in the revision of the tools.
  • Support the unit in determining operational feasibility of new software requirements and implementsolutions by determining and designing system specifications, standards, and programming.
  • Support the development and implementation of software development Standard Operating Procedures(SOPs) on establishing source control, continuous integration, deployment, and issue tracking.
  • Monitor the quality of collected data, provide feedback regarding any inconsistencies, and support datacleaning and analysis as needed.
  • Recommend areas for improvements and propose solutions to improve data collection, effectiveness, andefficiency of the methodology and the processes to maximize performance and contextualization of DTMfield activities.
  • Support back-up and organization of all data and information sources (hard copy, soft copy).
  • Support with the development and implementation of trainings and workshops to DTM staff, enumeratorsand external partners where needed, and this includes sessions on DTM’s methodology and assessmenttools, data processing protocols, data protection principles, definitions etc.
  • Ensure the integration of gender perspectives and attention to specific women/girls and children’s rightsissues (vulnerable groups) within all DTM activities.
  • Ensure operational implementation compliance with IOM Data Protection Policy, IOM Data GovernancePolicy, IASC Operational Guidance on Data Responsibility in Humanitarian Action, and the ethicalconsideration on humanitarian data operations.
  • In coordination with the DTM Programme Manager, liaise with relevant authorities, UN agencies, NGOs,think tanks, government authorities, and other stakeholders on issues relevant to DTM projects. Participatein relevant meetings where assigned.
  • Perform other duties such as assigned by the direct supervisor.


Performance indicators for the evaluation of results:
1. Number of reports edited or finalized.

Education, Experience and/or skills required:

EDUCATION

  • Bachelor’s degree from an accredited academic institution, preferably in Public Relation, Social Sciences,or relevant fields
  • Master’s degree in relevant subjects is an advantage.

EXPERIENCE

  • At least 2 years of relevant working experience.
  • Prior experience in coordination of the field teams, preferably for research and data collection.
  • Experience with data collection and verification.
  • Experience working in the same local context.
  • Experience working with local government representatives.
  • Prior experience working for UN agency or international organization is an advantage

I. ORGANIZATIONAL CONTEXT AND SCOPE

The Displacement Tracking Matrix (DTM) has been IOM’s main operational tool for tracking and monitoring the movements and evolving needs of displaced populations since 2004. It has been systematically deployed in medium to large-scale humanitarian response operations in the last eight years, including in all Level 3 emergencies.
The Global DTM Support Team, based in headquarters (Geneva, Switzerland), assembles expertise in operations and coordination, methodology and concept development, mapping and Geographic Information Systems, statistical analysis, database and application system development, and data and information management. The support team has been critical in providing remote and onsite support to DTM field implementation. The team provides a full range of support from the initial development and setup to continuous support on operations, staff deployment, data management, mapping, database systems, and development of information products. At the global level, the team is also striving to enhance the DTM by working on a multitude of initiatives exploring further integration of innovative technologies, improving capacity building components, and designing more streamlined processes.
Under the overall supervision of the Senior DTM Coordination Officer and direct supervision of the DTM Web Development Officer, the incoming DTM Web Development Consultant will be pivotal in the development and maintenance of the DTM global web application platforms and information systems, such as the Global DTM website, and Data Dictionary interface design.

 

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

Specific duties and responsibilities will include the following tasks:

  1. Design, develop, administer, and maintain the various components of DTM Online Portal and ancillary sites. The websites should comply with IOM overall branding guidelines and security guidelines, be functional under bandwidth constraints, compatible with all devices, integrate innovative and dynamic services.
  2. Manage the design, development and implementation of a scalable system for report indexing and full text searching capabilities on DTM websites and other application systems as needed.
  3. Design, develop, administer and maintain other web-based systems in support to DTM global and field implementation accordingly as the needs are identified.
  4. Support the design process and liaise with DTM support team members in headquarters and relevant DTM staff in the field to identify and design corresponding user interface requirements, workflows, and functionalities for systems described in previous points. As needed, create wireframes, storyboards, and prototypes to propose options for implementation.
  5. Continuously identify, suggest, develop, and implement enhancements and improvements to ensure the systems are up to date and making the best use of the latest technological improvements for better performance.
  6. Develop corresponding system and functional documentation and user manual for such systems as required, and provide relevant training to DTM and other relevant staff on the use, administration, and maintenance of the systems
  7. Provide advisory and technical support on-site or remotely to DTM field implementation in identification of relevant solutions and requirements to web-based application needs in the field.
  8. Ensure that the implementation of the information management systems and application adhere to IOM Data Protection Policy and Information Technology and Communication (ITC) Policies and Standards, including on system and data security.
  9. Perform other duties as may be assigned.

 

 

III. REQUIRED EDUCATION AND EXPERIENCE 

EDUCATION
University Degree in Information Management, Computer Science or a related field from an accredited academic institution with 2-3 years of relevant professional experience.


EXPERIENCE

  • Experience of content management systems mainly Drupal 9 or above is required
  • Solid understanding of the concepts of user experience, user interface design principles and conceptual design.
  • Expert knowledge in HTML, CSS and JavaScript.
  • Knowledge of Bootstrap, jQuery and AngularJS.
  • Knowledge of industry-standard design tools such as Adobe Photoshop, Illustrator and Dreamweaver.
  • Design skills and knowledge and attention to details are essential.
  • Previous experience in web development for DTM field implementation
  • Demonstrate the qualifications and proven experience in the graphic design and technical implementation of user interfaces in a web-based environment.
  • Good Experience of content management systems mainly Drupal 9 or above
  • Good experience in web development using PHP and JavaScript
  • Practical knowledge of frontend developing by utilizing Ajax

I. BACKGROUND

 

Humanitarian response should be based on relevant, reliable data, as well as a shared understanding of context and needs. However, even when data and analysis are produced with the aim of informing a response, they are not always fully utilized or some necessary data may be missing. This depends on several factors, including insufficient and unstructured engagement of data users and other actors during the data collection planning, analysis and dissemination phases. This often results in resources being invested in collecting data that does not fully correspond to the information needed by decision makers.
The DTM & Partners Toolkit contains practical tools and guidance to a common approach that supports DTM and partners obtain useful and usable data and analysis in their humanitarian response.
It is the implementation of the joint outcomes of the EDAUUR WG. The Working Group on Useful and Usable Data and Analysis (EDAUUR) under the Grand Bargain work stream on Needs Assessments developed tools and guidance to address these challenges. The EDAUUR WG was composed of:

  • Global Clusters and AoRs (including the Global CCCM Cluster, the Global Child Protection AoR, the Global Education Cluster, the Global Food Security Cluster, the Global GBV AoR, the Global Health Cluster, the Global Protection Cluster, the Global Shelter Cluster, the Global UNICEF Cluster Coordination Team and the Global WASH Cluster)
  • UN Offices and Agencies (including UNHCR FICS, IOM DTM, WFP VAM, OCHA FIS and OCHA NAAS)
  • Donors (including DIFD, ECHO and OFDA)
  • NGOs (including DRC, Geneva Centre for Humanitarian Demining, MapAction, REACH – Impact and Terre Des Hommes Lausanne) and
  • Other organizations and initiatives (including ACAPS, JIPS, PIM, IDMC and ICRC)

The approach proposed by EDAUUR WG aims at structuring engagement between data producers and data users before, during and after the data collection, analysis and dissemination processes. This approach will help humanitarian responders obtain information they can use through effective, predictable and clear engagement of all necessary actors according to their roles and skillsets. Data and analysis obtained through a predictable process with clear roles and responsibilities will provide responders with the right information to make decisions and better meet the needs of affected populations. DTM & Partners Toolkit and the EDAUUR Approach


DTM and Partners began implementing and operationalizing the results from EDAUUR’s work by jointly developing a toolkit that applies the approach developed by the working group to the work of DTM teams and Partners in the field to support cooperation.
DTM worked with the many Partners, including: Global CCCM Cluster, Global Child Protection AoR, Global Education Cluster, Global GBV AoR, Global Health Cluster, Global Protection Cluster, Global Shelter Cluster, Global UNICEF Cluster Coordination Team, Global WASH Cluster, Geneva-based Cash Working Group, Global AAP and PSEA experts from IOM, the IASC Task Force and Translators Without Borders. Partners are those who participate in the humanitarian response, and include Clusters, Sectors, WGs, NGOs, International Organizations, Authorities, UN agencies, IOM Programmes and more.
A Common Objective: The common objective of DTM and Partners is to ensure that DTM collects data that Partners can use. After common challenges faced by field colleagues were identified, DTM and Partners worked jointly to find ways to overcome said challenges. The resulting approach and tools are now in the jointly developed and publicly available DTM & Partners Toolkit (https://displacement.iom.int/dtm-toolkit/dtm-partners-toolkit).
In line with the results of the EDAUUR work, a predictable approach was defined to be consistently rolled out in all responses. The approach is based on the common assessment process, which was identified by EDAUUR Partners as commonly recognized as effective, as well as agreed upon by most actors.


Tools:
The DTM & Partners Toolkit contains tools that facilitate implementation in the field: presentations on DTM; methodology documents; FAQs; lists of DTM datasets used for strategic, programmatic and operational decision-making; guides on the effective use of DTM data for specific sectors; and the DTM Field Companion. The Field Companion is an analysis plan for DTM Multi Sectoral Location Assessment information needs and proposed question phrasing in English, that were agreed upon by DTM and Global Clusters, AoRs and WGs; it links information needs to appropriate questions, analysis and use of results.

Based on feedback from DTM and Partners during the last two years, a report was produced, and a new version of the Toolkit will be developed starting from October 2022. This position supports the improvements to the toolkit.
 

 

II. PROJECT CONTEXT AND SCOPE

 

Supporting the development of new version of DTM & Partners Toolkit.
Under the direct supervision of the Senior DTM Coordination Officer and the overall supervision of the Global DTM Coordinator, the successful candidate will support, with guidance by the Snr Data and Analysis Quality Advocate, on reviewing, adjusting and drafting tools and on Capacity Building activities for DTM and Partners colleagues in the field
 

 

III. DELIVERABLES

 

By end of October 2022:

  • Complete the Skill Development Pathway on Data and Analysis for Protection (SDP-DAP) standard training course (first 10 days)
  • Upload all new tools - developed so far- to DTM and Partners Toolkit
  • Revise all existing Toolkit material to ensure consistency in visuals and text in line with visual guidelines
  • Tag all existing Toolkit documents for search function
  • Support in the organization, facilitation and follow up of online SDP DAP training sessions

By end of November 2022:

  • Develop or review new and adjusted tools following Work Sessions with Snr Data and Analysis Quality Advocate and partners, Document changes made and rationale
  • Upload new tools to DTM and Partners Toolkit and Tag them
  • Draft and Record introductions and explanatory material for website

IV. EDUCATION

 

Advanced university degree (Master's degree or equivalent) in social sciences, communication, adult learning, development, international relations, economics or a related field. A first-level university degree in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.

  • A minimum of two (2) years of progressively responsible experience in the Humanitarian, development sectors or knowledge management, learning or communication

IOM’s Displacement Tracking Matrix (DTM) gathers and analyze data to disseminate critical multi layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations that enables decision makers and responders to provide these populations with better context specific assistance.

 

Under the direct supervision of the Senior DTM Coordination Manager, and the overall supervision of the Global DTM Coordinator, the successful candidate will be responsible to support the development and implementation of Fragility, Solutions, and Mobility (FSM) workstream within the Global DTM Support Team.

 

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

Specific duties and responsibilities will include the following tasks:

  1. Support the development and implementation of FSM workstream at the global level and in the field. This includes, but not limited to, technical design, implementation, and refinement of FSM tools and applications, development of multi-layered analysis frameworks and models, and implementation in field operations as required.
  2. Support internal coordination on the various FSM topics between DTM and other relevant IOM’s programming or thematic areas as required.
  3. Provide remote or on-site (deployment) field technical and/or operational support for DTM implementation in the field in relation to the FSM workstream.
  4.  Support in technical liaison with relevant external counterparts as required in relation to FSM workstream. This includes representation in the relevant technical inter-agency forums at global level.
  5. Ensure the application of data responsibility and data ethics measures, safeguards, and standards across all elements of FSM development and implementation, at the global level and in the field.
  6. Research, review, analyze, and recommend improvement on tools, methods, frameworks and best practices in relation to FSM workstream
  7. Support in engaging DTM operations worldwide regularly to explore and recommend potential FSM implementation and expansion in the fields.
  8. Support in exploring further maximization of data use in various thematic areas across the humanitarian, development, and migration programming in relation to FSM continued development and implementation.
  9. Support in training and capacity building activities for DTM personnel worldwide in relation to FSM workstream.
  10. Support in the organization and participation in various relevant events, meeting, and webinars related to FSM or in which FSM can contribute to.

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

Education

Master’s degree in Statistics or Quantitative field (Math, Computer Science, Econometrics, Physics/Chemistry, Bioinformatics, etc.), or, alternatively, an equivalent combination of related education and professional experience.

 

Experience

  • Experience in the development and implementation of humanitarian, transition and recovery, and/or development projects and programming.
  • Experience in works related to prioritization index in humanitarian, development, and/or migration programming.
  • Experience in implementing large data and information projects informing multi-sectoral programming areas.
  •  Experience developing best practices and tools to harmonize data collection and consolidation of datasets/databases.

Specific duties and responsibilities will include the following tasks:

  1. Support in ensuring the quality and accuracy of data consolidate and stored in DTM’s Central Data Warehouse (CDW) using quality control techniques applied during relevant data management processes. This includes support, advice, and guidance to field operations in ensuring data is clean and accurate at the earliest possible for the global level consolidation purpose.
  2. Support in the development DTM’s Data Dictionary (DD) at the global level and support country missions in the field level roll out and implementation by providing technical guidance.

  5. Research and develop models, analysis, reports, and documentation related to DTM and humanitarian, development, and migration programming as relevant. This includes the topic of displacement/migration and return, urban/rural displacement, and humanitarian-development nexus.
  6. Analyze information received from IOM’s field operations; develop and support the harmonization of DTM data collection tools (survey and assessment forms) that facilitate such analysis; contribute directly to the creation of analytics-based value products around the data collected by DTM field missions.
  7. Provide remote or onsite support to DTM field operations as needed.

Education

I. DESCRIPTION

Lebanon is confronting multiple, overlapping crises. These are heightening fragility, while negatively impacting livelihood opportunities for an expanding caseload of poor and vulnerable households, including Lebanese nationals, Syrians, and migrants. A deepening economic crisis and the evolving effects of the COVID-19 pandemic have amplified the risk of unemployment, led to business closures and aggravated underlying drivers of inter-community tension. The Beirut Port explosion on 4 August 2020 compounded these issues, creating a spike in significant humanitarian needs while also generating substantial long-term consequences for economic recovery and stability.

Since 2004, the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations over the last decade, including in all Level 3 emergencies. During 2020 DTM was active in over 86 countries. To coordinate and support operations implemented by approximately 6,700 staff, the global DTM support team is comprised of 45 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna, Pretoria and The Hague).

The DTM team in Lebanon was initiated after the August 4th Beirut Port explosion in 2020. The team were part of the Emergency Operation Cell (EOC) assessing the impacts on the blast affected populations, in coordination with the Lebanese Red Cross (LRC), UN agencies and NGOs. In October 2020, the DTM team initiated the Migrant Presence Monitoring (MPM) programme, a tool to assess the coverage and needs of migrant populations throughout the country. The MPM Tool has been rolled out across several Middle East & North Africa (MENA) IOM country missions.

Following the growing attention of the needs of migrants in the country, the DTM team is subsequently expanding its data collection and analysis portfolio, developing collaborations with other humanitarian and development stakeholders, Government counterparts and civil society.

The main objective of this position will be to assist IOM to be engaged a number of key data collection and analysis initiatives, with a focus on the upcoming Multi-Sector Needs Assessment (MSNA).

II RESPONSIBILITIES AND ACCOUNTABILITIES

Objective:

To coordinate and oversee the implementation of DTM activities in Lebanon. The successful candidate under the overall leadership of the Head of Office (HoO) and direct supervision of Head of Programmes (HoP), will oversee the strategic direction of the DTM Lebanon mission, ensuring the successful implementation of the national MSNAs and other data collection exercises, such as the MPM. Core functions include:

  • Act as the primary focal point for DTM Lebanon, in terms of planning, operations and fundraising;
  • Lead data collection and analysis processes that IOM is engaged in, such as the inter-agency MSNA, the Migrant Presence Monitoring (MPM) Round 2, and other data collection initiatives. Represent IOM in relevant coordination fora, such as the MSNA Working Group,
  • Lead project development of ongoing and new projects with IOM’s Programme Support Unit (PSU), Regional Office (RO), and Global DTM Team regarding data collection initiatives around migrants and other vulnerable populations in Lebanon;
  • In collaboration with other IOM units, lead IOM’s research into the drivers of irregular migration from Lebanon, by examining sub-national mobility dynamics and migration intentions to improve protection and prevention programming, including community level-stability and livelihood support for the most vulnerable;
  • Liaise with the Regional DTM office, and Global DTM Team, with regards to building the capacity of the DTM country team, and to ensure global processes around methodology are followed;
  • Through inter-agency coordination, ensure that migrant data is well incorporated into inter-agency planning and response efforts;
  • Support other IOM units/teams with assessment capacity support when needed;

III EDUCATION AND EXPERIENCE

  • A minimum of 4 years of experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area.

I. ORGANIZATIONAL CONTEXT AND SCOPE

Established in 1951, the International Organization for Migration (IOM) is the UN Migration Agency. IOM works in close partnership with various governments to enhance the capacities of relevant authorities, to respond to challenges related to migration management. IOM takes up the role of ensuring the orderly and humane management of migration, promoting international cooperation on migration issues, supporting relevant actors to govern migration flows to effectively maximize their positive impacts while minimizing the potential costs on migrants and society, as well as providing humanitarian assistance to migrants in need. Within the context of migration management and towards developing capacity of government counterparts in migration governance, IOM also provides data and evidence on migration.

The migration context of North Africa is characterized by complex migratory flows including Central Mediterranean route as one of the most prominent mixed migration routes connecting various countries in Africa to EU states. As per the data on arrivals in EU, during 2020, over 85,000 migrants crossed the Mediterranean Sea to reach Europe, including over 36,000 reaching Italy and Malta via sea across the Central Mediterranean route with a majority transiting through Libya.

Before crossing the Central Mediterranean route a significant number of these migrants travelled through the desert in southern Libya to reach the coast for their subsequent journey to Italy or Malta. Furthermore, throughout 2020 Libya hosted up to 600,000 migrants including those intending to migrate onwards from Libya.

IOM's Missing Migrants Project launched in 2013, has developed into an important data and information source on migrants’ deaths in the Mediterranean as the project counts migrants who have died at the external borders of states, or in the process of migration towards an international destination, regardless of their legal status.

Similarly, several countries in the region have also established Displacement Tracking Matrix (DTM) programmes that provide vital data, information and analysis on migrant populations and their needs. Furthermore, IOM in Libya via its various institutional information management activities also regularly collects, collates, and provides data on search and rescue operations carried out in the Libyan search and rescue zone.

These various steams of data, information, and evidence on migration trends in Libya can be connected to portray a holistic picture of the migration dynamics to, from and through Libya to better guide the development of migration management programming and policy. These consultancy TORs seek the support of an expert data and information management specialist in realizing key steps towards harmonizing the various data and information steams available to IOM.

 

 

II CORE FUNCTIONS / RESPONSIBILITIES:

Objective

In order to improve assistance to stranded migrants and migrants in vulnerable situations in the desert and to support governments and international organizations to better define evidence-based policies and programmes on promoting safe, orderly and dignified migration, a holistic understanding of migration trends in Libya is required. The objective of this consultancy is to propose and develop a data analysis and visualization platform that connects the various available sources of data and information within and outside IOM.

 

Requested services

The consultant will be provided with the regularly used data sources (including IOM DTM and Missing Migrant datasets along with other institutional datasets), with an aim of drafting data management SOPs that connect these various datasets, and subsequently create and handover via training/instructional manual an interactive dashboard that presents analysis and visualization of the combined data. In addition, the consultant will also be tasked to highlight practical steps that can be taken to improve the data management and analysis processes undertaken.

Under the overall guidance of the Chief of Mission and the direct supervision of the Programme Officer (IBM/SAR), and in close collaboration with [WA1] the Displacement Tracking Matrix (DTM) programme manager incumbent is expected to:

  • Map and classify existing data sources available in Libya (including those highlighted and shared by IOM).
  • Identify and map other institutions and sources engaged in providing data on migration along the transit routes in Libya.
  • Perform initial analysis of the available data in terms of its quality and utility; and produce an analysis plan that can be made part of the SOPs.
  • Draft SOPs on collating and synthesis of the various data sources to be used for visualizations and dashboards (along with initial collating / synthesis exercise).
  • Create an interactive data visualization platform or dashboard based on the collated and synthesized data.
  • Identify and assess challenges, limitations, opportunities related to the data used and the dashboard created.
  • Draft an easy to follow instructional manual on use, maintenance and updating of the data visualization platform or dashboard created for subsequent handover to dashboard manager.
  • Deliver training to relevant IOM staff as per the instructional manual drafted on use, maintenance and updating of the data visualization platform or dashboard

 

Deliverables

  • First deliverable - 10 calendar days from the start of the consultancy. Based on the existing data sets and a rapid needs survey of staff, the consultant will deliver an inception report briefly describing the data sources, output of the mapping exercises, and analysis plan based on the initial analysis.
  • Second deliverable - 30 calendar days from the start of the consultancy. First draft of the data visualization platform or dashboard for review and testing, along with the SOPs on collating and synthesis of data;
  • Third deliverable - 50 calendar days from the start of the consultancy. Final version of the running data visualization platform or dashboard along with the draft of instructional manual, and training of relevant IOM staff on the use, maintenance and updating of the platform / dashboard;

The Migration Health Division (MHD) oversees the Organization’s provision of migration health services globally. These services aim to meet the needs of Member States in managing health-related aspects of migration, and to promote evidence-based policies and holistic, preventive and curative health programmes which are beneficial, accessible, and equitable for mobile populations and host communities. IOM’s health response to humanitarian and public health emergencies aims to save lives, reduce morbidity and alle¬viate suffering, while upholding humanitarian principles and protect human dignity. Programming in this domain encompasses the various stages and typologies of emergencies, throughout all the phases of the mobility continuum.

As the Coronavirus (COVID-19) pandemic continues, the need to address the vulnerabilities facing mobile populations becomes increasingly more acute in the effort to prevent rapid propagation of the health crisis. In the context of infectious diseases, understanding human mobility patterns can help guide public health preparedness and response efforts and prioritization of resources, and therefore needs to be well-understood within planning and response efforts.

The main objective of this consultancy will be to support IOM with the development of public health data models and to identify the usefulness of DTM mobility data from a public health perspective and provide recommendations for improvement in areas related to DTM data collection and use. This staff will facilitate work related to models across the collaboration.
Located in the IOM London office, under direct supervision of the DTM Global Coordinator (London) and the Health Emergency Operations Officer (Geneva), the successful candidate will integrate into both IOM teams of DTM and MHD, and work closely with the IOM staff working on this project

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

The candidate should be permanently up to date on the most recent human mobility trends, changes and any other significant observations surrounding human mobility in countries prioritized according to public health emergencies & specific to this project.

 

Project Objective: To contribute to advancing the capacity of public health stakeholders to access and use population mobility data derived from DTM data systems and other secondary source of data and analysis, including the mobile phone usage data.

 

The consultant’s main activities will include:

  • Contribute to the development of the Health, Border & Mobility Management (HBMM) data landscape (see Annex 1), and public health data models using DTM and CDR data
  • Identify the usefulness of DTM mobility data from a public health perspective and provide recommendations for improvement in areas related to DTM data collection, including recommended inclusions to the Global DTM Dictionary

I. ORGANIZATIONAL CONTEXT AND SCOPE

 

Under the overall supervision of the Chief of Mission in IOM Chad and the Emergency Program Coordinator and the direct supervision of the DTM Coordinator and in close coordination with the Regional Office, the successful candidate will be responsible for supporting DTM analysis and data-related activities in Chad alongside the DTM coordinator.

The wide range of Displacement Tracking Matrix projects ongoing in Chad reflects significant data needs in the country both in term of internal displacement and in term of wider migration and human mobility patterns. This position is meant to support the DTM coordinator on all data aspects of the work related to DTM which may include data systems set-up at the start of a project (mobile data collection, datasets preparation), data check during projects and data analysis and support to reporting.

The incumbent will be working in a structured team that will include two other support positions: junior data analyst based in London, national IM staff which will be complementary in tasks. The incumbent is expected to support data set-up and systems, he/she will mostly be asked to support DTM analysis and reporting on key products such as dashboards, narrative reports and additional data visuals.

 

 

II. RESPONSIBILITES AND ACCOUNTABILITIES

 

  1. Insure strong data set-up for all DTM activities in Chad, including but not limited to: flow monitoring points, mobility tracking exercises, household surveys, registrations and ad-hoc research activities. Data set-up includes:
    • Ensure coherence of DTM forms with DTM standard through liaison with Regional Office
    • Ensure compliance of DTM Chad to data protection and data collection standards
    • If necessary, set-up servers in DTM Chad
  2. Provide guidance and capacity building to enumerators and DTM colleagues with respect to DTM data systems and data collection tools
  3. Work in close collaboration with the DTM Coordinator, the Regional Office and DTM Unit at IOM Geneva Headquarters (HQs) to contribute to the development of improvements in methodologies and assessment tools.
  4. Support DTM department on the analysis and production of DTM reports and all other publications related to DTM department, ensuring timely inputs from program and targeted dissemination
  5. Perform preliminary analysis of DTM data and contribute to the development of useful reports for internal and external stakeholders.
  6. Facilitate the provision of timely, accurate, standardized, and adequate information to all relevant stakeholders (humanitarian as well as transition/recovery actors) regarding movements, new displacements, mobility trends, using DTM and other type of data.
  7. Travel regularly to field locations to provide technical support to heads of sub-offices and DTM staff. Organize appropriate capacity-building activities on topics related to DTM data.
  8. Share concise analytical reporting in regular intervals in the form of dashboards, mapping and narrative reports on general mobility trends as well as specific research.
  9. Facilitate and encourage the integration of gender and disability perspectives and attention to specific women/girl's and children’s rights issues (vulnerable groups) within all IDPs/returnee activities.
  10. Develop most DTM reporting products in coordination with IOM DTM teams in RO Dakar (Data and Research Unit) and DTM HQ.
  11. Perform such other duties as may be assigned.

 

 

IV. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

Education

  • Master’s degree in Computer Sciences, Information Management, Demography, International Relations, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience

 

Experience

  • IM/Quantitative data collection experience needed.
  • Expert use of Excel (analysis, cleaning, compilation maintenance, etc.)
  • SPSS and/or Stata an asset.
  • Report writing skills
  • Data visual experience (Excel, PowerBI, Powerpoint, Publisher, Abode, Tableau, etc.)
  • Good understand of basic statistics and data analysis

I. ORGANIZATIONAL CONTEXT AND SCOPE

 

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Since 2004 the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last seven years, including in all Level 3 emergencies. DTM has been active in over 72 countries. To coordinate and support operations implemented by approximately 5,200 staff, the global DTM support team is comprised of approximately 50 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna, and The Hague). Since its inception, the global support team includes, on average, 50% female and 50% male staff as well as a diverse range of nationalities.

 

The DTM team has been actively exploring options how AI and machine learning (ML) can improve and expand its programme areas for several years now, from applying methods for quality control, to predicting mobility in displacement contexts. Furthermore, DTM has been key in the discussions around the application of AI for humanitarian outcomes, having established and co-chairs the Humanitarian Data Science and Ethics Group (DSEG). UN AI activities can be found in the UN Activities on Artificial Intelligence Compendium.

 

Under the direct supervision of the Senior DTM Coordination Manager and the overall supervision of the Global DTM Coordinator, and working very closely with DTM Data Scientists and the DTM Ethics team, the successful candidate will be responsible for implementing new uses of big data and AI/ML, developing policies, toolkits, applications and platforms to improve data-driven decision-making through the ethical use of data.

 

 

 

II. RESPONSIBILITES AND ACCOUNTABILITIES

 

  1. Component One – AI Mapping:
    • Through an assessment of DTM’s programme methodology and desk research, supported by a few interviews with key stakeholders as agreed by with IOM, carry out a rapid mapping of areas where the application of AI can be utilised to enhance DTM programme areas
    • Support in the design, implementation, deployment and evaluation of artificial intelligence solutions based on state-of-the-art approaches.
    • Identify and communicate on main DTM’s technology greatest challenges and propose correcting actions by leveraging DTM data assets to drive innovative work in AI/ML that can be applied at vast scale across the organization.

 

  1. Component Two – Quality Control
    • With support of IOM specialists in Geneva and relevant regional and country offices,  familiarise oneself with the data processing phases of the DTM data cycle, and develop guidance on methods on how AI can be used for quality control on data processing and analysis
    • Propose a set of recommendations how AI can be applied to support to support data integrity and analysis, including automatic generation of datasets and reports, whilst implementing a number of automated quality control checks

 

  1. Component Three – Ethics
    • Work closely with the internal Data Science & Ethics stakeholders about collaboratively developing operational guidance on how to apply AI in humanitarian operating environments in a safe and responsible way, respecting Do No Harm and Humanitarian Principles

 

  1. Component Four– Capacity Development and Coordination
    • Support in the development of a methodology report and a training package with the inclusion of recommendations for existing operations to initiate the roll out of AI use, including in capacity building experiences and where appropriate to the DTM Global Training package.
    • Perform such other related duties as may be assigned.

 

 

 

III. TANGIBLE AND MEASURABLE OUTPUTS OF THE WORK ASSIGNMENT

 

 

  1. A report written in English (maximum 30 pages with annexes) that will (Report 1):
    • Provide a background and complementarity analysis of areas where the DTM can apply AI to support operations (data collection) and analysis, with recommended next steps of implementation processes

 

  1. Document (30 pages) the results of the analysis of current IOM/DTM quality control mechanisms, and provide recommendations how data quality and integrity can be improved through utilising AI (Report 2)
    • Generate any scripts required for accessing, cleaning, handling, analyzing, learning and modelling data;

 

  1. Electronic copies of presentations and other materials generated for workshops and conferences of relevance to the work within this consultancy.

 

  1. Final report on the consultancy as per IOM standard form.
