I. ORGANIZATIONAL CONTEXT AND SCOPE

IOM’s Displacement Tracking Matrix (DTM) gathers and analyze data to disseminate critical multi layered information on the mobility, vulnerabilities, and needs of displaced and mobile populations that enables decision makers and responders to provide these populations with better context specific assistance.

 

Under the direct supervision of the Senior DTM Coordination Manager, and the overall supervision of the Global DTM Coordinator, the successful candidate will be responsible to support the development and implementation of Fragility, Solutions, and Mobility (FSM) workstream within the Global DTM Support Team.

 

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

Specific duties and responsibilities will include the following tasks:

  1. Support the development and implementation of FSM workstream at the global level and in the field. This includes, but not limited to, technical design, implementation, and refinement of FSM tools and applications, development of multi-layered analysis frameworks and models, and implementation in field operations as required.
  2. Support internal coordination on the various FSM topics between DTM and other relevant IOM’s programming or thematic areas as required.
  3. Provide remote or on-site (deployment) field technical and/or operational support for DTM implementation in the field in relation to the FSM workstream.
  4.  Support in technical liaison with relevant external counterparts as required in relation to FSM workstream. This includes representation in the relevant technical inter-agency forums at global level.
  5. Ensure the application of data responsibility and data ethics measures, safeguards, and standards across all elements of FSM development and implementation, at the global level and in the field.
  6. Research, review, analyze, and recommend improvement on tools, methods, frameworks and best practices in relation to FSM workstream
  7. Support in engaging DTM operations worldwide regularly to explore and recommend potential FSM implementation and expansion in the fields.
  8. Support in exploring further maximization of data use in various thematic areas across the humanitarian, development, and migration programming in relation to FSM continued development and implementation.
  9. Support in training and capacity building activities for DTM personnel worldwide in relation to FSM workstream.
  10. Support in the organization and participation in various relevant events, meeting, and webinars related to FSM or in which FSM can contribute to.
  11. Perform other duties as may be assigned.

 

 

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

Education

Master’s degree in Statistics or Quantitative field (Math, Computer Science, Econometrics, Physics/Chemistry, Bioinformatics, etc.), or, alternatively, an equivalent combination of related education and professional experience.

 

Experience

  • Experience in the development and implementation of humanitarian, transition and recovery, and/or development projects and programming.
  • Experience in works related to prioritization index in humanitarian, development, and/or migration programming.
  • Experience in implementing large data and information projects informing multi-sectoral programming areas.
  •  Experience developing best practices and tools to harmonize data collection and consolidation of datasets/databases.
  • Experience in working with large population database will be a significant advantage.

  1. Support in ensuring the quality and accuracy of data consolidate and stored in DTM’s Central Data Warehouse (CDW) using quality control techniques applied during relevant data management processes. This includes support, advice, and guidance to field operations in ensuring data is clean and accurate at the earliest possible for the global level consolidation purpose.
  2. Support in the development DTM’s Data Dictionary (DD) at the global level and support country missions in the field level roll out and implementation by providing technical guidance.
  3. Support in ensuring the accuracy of data and information in DTM websites using analytics/statistical models and quality control tools; including data checks and tests as required.
  4. Support the design, development, roll-out, implementation, and refinement of data quality control procedures, as well as standards and mechanisms by which to monitor and evaluate the quality of DTM data received from IOM’s field offices in a centralized manner. Provide technical support to IOM field offices in the process of improving data quality and incorporating these quality control standards.
  5. Research and develop models, analysis, reports, and documentation related to DTM and humanitarian, development, and migration programming as relevant. This includes the topic of displacement/migration and return, urban/rural displacement, and humanitarian-development nexus.
  6. Analyze information received from IOM’s field operations; develop and support the harmonization of DTM data collection tools (survey and assessment forms) that facilitate such analysis; contribute directly to the creation of analytics-based value products around the data collected by DTM field missions.
  7. Provide remote or onsite support to DTM field operations as needed.
  8. Research, analyze and evaluate innovative solutions on complementary data analyses, the use of analytical models and techniques, improved processes, and new applications related to information systems, new technologies and data-driven practices to manage information in response to disasters and/or complex emergencies and make recommendations on their utilization for DTM field implementations as well as for global support operations.

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

Education

I. DESCRIPTION

Lebanon is confronting multiple, overlapping crises. These are heightening fragility, while negatively impacting livelihood opportunities for an expanding caseload of poor and vulnerable households, including Lebanese nationals, Syrians, and migrants. A deepening economic crisis and the evolving effects of the COVID-19 pandemic have amplified the risk of unemployment, led to business closures and aggravated underlying drivers of inter-community tension. The Beirut Port explosion on 4 August 2020 compounded these issues, creating a spike in significant humanitarian needs while also generating substantial long-term consequences for economic recovery and stability.

Since 2004, the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations over the last decade, including in all Level 3 emergencies. During 2020 DTM was active in over 86 countries. To coordinate and support operations implemented by approximately 6,700 staff, the global DTM support team is comprised of 45 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna, Pretoria and The Hague).

The DTM team in Lebanon was initiated after the August 4th Beirut Port explosion in 2020. The team were part of the Emergency Operation Cell (EOC) assessing the impacts on the blast affected populations, in coordination with the Lebanese Red Cross (LRC), UN agencies and NGOs. In October 2020, the DTM team initiated the Migrant Presence Monitoring (MPM) programme, a tool to assess the coverage and needs of migrant populations throughout the country. The MPM Tool has been rolled out across several Middle East & North Africa (MENA) IOM country missions.

Following the growing attention of the needs of migrants in the country, the DTM team is subsequently expanding its data collection and analysis portfolio, developing collaborations with other humanitarian and development stakeholders, Government counterparts and civil society.

The main objective of this position will be to assist IOM to be engaged a number of key data collection and analysis initiatives, with a focus on the upcoming Multi-Sector Needs Assessment (MSNA).

II RESPONSIBILITIES AND ACCOUNTABILITIES

Objective:

To coordinate and oversee the implementation of DTM activities in Lebanon. The successful candidate under the overall leadership of the Head of Office (HoO) and direct supervision of Head of Programmes (HoP), will oversee the strategic direction of the DTM Lebanon mission, ensuring the successful implementation of the national MSNAs and other data collection exercises, such as the MPM. Core functions include:

  • Act as the primary focal point for DTM Lebanon, in terms of planning, operations and fundraising;
  • Lead data collection and analysis processes that IOM is engaged in, such as the inter-agency MSNA, the Migrant Presence Monitoring (MPM) Round 2, and other data collection initiatives. Represent IOM in relevant coordination fora, such as the MSNA Working Group,
  • Lead project development of ongoing and new projects with IOM’s Programme Support Unit (PSU), Regional Office (RO), and Global DTM Team regarding data collection initiatives around migrants and other vulnerable populations in Lebanon;
  • In collaboration with other IOM units, lead IOM’s research into the drivers of irregular migration from Lebanon, by examining sub-national mobility dynamics and migration intentions to improve protection and prevention programming, including community level-stability and livelihood support for the most vulnerable;
  • Liaise with the Regional DTM office, and Global DTM Team, with regards to building the capacity of the DTM country team, and to ensure global processes around methodology are followed;
  • Through inter-agency coordination, ensure that migrant data is well incorporated into inter-agency planning and response efforts;
  • Support other IOM units/teams with assessment capacity support when needed;
  • Perform such other duties as may be assigned.

 

 

III EDUCATION AND EXPERIENCE

  • A minimum of 4 years of experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management, rehabilitation, development, or other related area.
  •  Proven experience in designing, leading and implementing joint primary and secondary data collection, collation and analysis exercises in the field, particularly multi- and inter-sectoral assessments and/or analysis.
  • Proven experience with coordinating or collaborating with multiple agencies and partners on a joint project or programme.
  • Proven experience in capacity development (design of training packages, knowledge management and community of practice)

I. ORGANIZATIONAL CONTEXT AND SCOPE

Established in 1951, the International Organization for Migration (IOM) is the UN Migration Agency. IOM works in close partnership with various governments to enhance the capacities of relevant authorities, to respond to challenges related to migration management. IOM takes up the role of ensuring the orderly and humane management of migration, promoting international cooperation on migration issues, supporting relevant actors to govern migration flows to effectively maximize their positive impacts while minimizing the potential costs on migrants and society, as well as providing humanitarian assistance to migrants in need. Within the context of migration management and towards developing capacity of government counterparts in migration governance, IOM also provides data and evidence on migration.

The migration context of North Africa is characterized by complex migratory flows including Central Mediterranean route as one of the most prominent mixed migration routes connecting various countries in Africa to EU states. As per the data on arrivals in EU, during 2020, over 85,000 migrants crossed the Mediterranean Sea to reach Europe, including over 36,000 reaching Italy and Malta via sea across the Central Mediterranean route with a majority transiting through Libya.

Before crossing the Central Mediterranean route a significant number of these migrants travelled through the desert in southern Libya to reach the coast for their subsequent journey to Italy or Malta. Furthermore, throughout 2020 Libya hosted up to 600,000 migrants including those intending to migrate onwards from Libya.

IOM's Missing Migrants Project launched in 2013, has developed into an important data and information source on migrants’ deaths in the Mediterranean as the project counts migrants who have died at the external borders of states, or in the process of migration towards an international destination, regardless of their legal status.

Similarly, several countries in the region have also established Displacement Tracking Matrix (DTM) programmes that provide vital data, information and analysis on migrant populations and their needs. Furthermore, IOM in Libya via its various institutional information management activities also regularly collects, collates, and provides data on search and rescue operations carried out in the Libyan search and rescue zone.

These various steams of data, information, and evidence on migration trends in Libya can be connected to portray a holistic picture of the migration dynamics to, from and through Libya to better guide the development of migration management programming and policy. These consultancy TORs seek the support of an expert data and information management specialist in realizing key steps towards harmonizing the various data and information steams available to IOM.

 

 

II CORE FUNCTIONS / RESPONSIBILITIES:

Objective

In order to improve assistance to stranded migrants and migrants in vulnerable situations in the desert and to support governments and international organizations to better define evidence-based policies and programmes on promoting safe, orderly and dignified migration, a holistic understanding of migration trends in Libya is required. The objective of this consultancy is to propose and develop a data analysis and visualization platform that connects the various available sources of data and information within and outside IOM.

 

Requested services

The consultant will be provided with the regularly used data sources (including IOM DTM and Missing Migrant datasets along with other institutional datasets), with an aim of drafting data management SOPs that connect these various datasets, and subsequently create and handover via training/instructional manual an interactive dashboard that presents analysis and visualization of the combined data. In addition, the consultant will also be tasked to highlight practical steps that can be taken to improve the data management and analysis processes undertaken.

Under the overall guidance of the Chief of Mission and the direct supervision of the Programme Officer (IBM/SAR), and in close collaboration with [WA1] the Displacement Tracking Matrix (DTM) programme manager incumbent is expected to:

  • Map and classify existing data sources available in Libya (including those highlighted and shared by IOM).
  • Identify and map other institutions and sources engaged in providing data on migration along the transit routes in Libya.
  • Perform initial analysis of the available data in terms of its quality and utility; and produce an analysis plan that can be made part of the SOPs.
  • Draft SOPs on collating and synthesis of the various data sources to be used for visualizations and dashboards (along with initial collating / synthesis exercise).
  • Create an interactive data visualization platform or dashboard based on the collated and synthesized data.
  • Identify and assess challenges, limitations, opportunities related to the data used and the dashboard created.
  • Draft an easy to follow instructional manual on use, maintenance and updating of the data visualization platform or dashboard created for subsequent handover to dashboard manager.
  • Deliver training to relevant IOM staff as per the instructional manual drafted on use, maintenance and updating of the data visualization platform or dashboard

 

Deliverables

  • First deliverable - 10 calendar days from the start of the consultancy. Based on the existing data sets and a rapid needs survey of staff, the consultant will deliver an inception report briefly describing the data sources, output of the mapping exercises, and analysis plan based on the initial analysis.
  • Second deliverable - 30 calendar days from the start of the consultancy. First draft of the data visualization platform or dashboard for review and testing, along with the SOPs on collating and synthesis of data;
  • Third deliverable - 50 calendar days from the start of the consultancy. Final version of the running data visualization platform or dashboard along with the draft of instructional manual, and training of relevant IOM staff on the use, maintenance and updating of the platform / dashboard;
  • Fourth deliverable – 60 days from the start of the consultancy:

Final report including all of the above deliverables as a package for internal record.

Deliverables are expected to be drafted in English.

 

 

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

  • Master’s degree in a field of study related to Computer Science; Software, Database or Web Application Development; Data Sciences; Statistics or a related field from an accredited academic institution with relevant professional experience.
  • Minimum of 3 (three) years experience in creating data visualizations platforms / dashboards.
  • Previous work experience related to data management, research, standardization, and visualization or design of digital information products
  • Strong knowledge of data analytics including in particular on data visualization platforms such as Power Bi, Tableau, Python (Dash)

These services aim to meet the needs of Member States in managing health-related aspects of migration, and to promote evidence-based policies and holistic, preventive and curative health programmes which are beneficial, accessible, and equitable for mobile populations and host communities. IOM’s health response to humanitarian and public health emergencies aims to save lives, reduce morbidity and alle¬viate suffering, while upholding humanitarian principles and protect human dignity. Programming in this domain encompasses the various stages and typologies of emergencies, throughout all the phases of the mobility continuum.

As the Coronavirus (COVID-19) pandemic continues, the need to address the vulnerabilities facing mobile populations becomes increasingly more acute in the effort to prevent rapid propagation of the health crisis. In the context of infectious diseases, understanding human mobility patterns can help guide public health preparedness and response efforts and prioritization of resources, and therefore needs to be well-understood within planning and response efforts.

The main objective of this consultancy will be to support IOM with the development of public health data models and to identify the usefulness of DTM mobility data from a public health perspective and provide recommendations for improvement in areas related to DTM data collection and use. This staff will facilitate work related to models across the collaboration.
Located in the IOM London office, under direct supervision of the DTM Global Coordinator (London) and the Health Emergency Operations Officer (Geneva), the successful candidate will integrate into both IOM teams of DTM and MHD, and work closely with the IOM staff working on this project

 

II. RESPONSIBILITIES AND ACCOUNTABILITIES

The candidate should be permanently up to date on the most recent human mobility trends, changes and any other significant observations surrounding human mobility in countries prioritized according to public health emergencies & specific to this project.

 

Project Objective: To contribute to advancing the capacity of public health stakeholders to access and use population mobility data derived from DTM data systems and other secondary source of data and analysis, including the mobile phone usage data.

 

The consultant’s main activities will include:

  • Contribute to the development of the Health, Border & Mobility Management (HBMM) data landscape (see Annex 1), and public health data models using DTM and CDR data
  • Identify the usefulness of DTM mobility data from a public health perspective and provide recommendations for improvement in areas related to DTM data collection, including recommended inclusions to the Global DTM Dictionary
  • Identify other external Public Health Information System/Services (PHIS) datasets that DTM data can complement, and provide recommendations on how DTM can complement these datasets, including examples/templates for cross-analysis, in coordination with MHD Research and Epidemiology team
  • Set up processes / recipes / automated systems to integrate CDR-derived outputs into DTM tools and operations in target country
  • Contribute, and author reports and online written advice regarding the combined use of CDR-derived and DTM mobility data to improve understanding of the influence of aggregate population movement on the spread of infectious disease with a focus on operationally relevant policies.
  • Contribute, and author reports and online written material on best practices for ethically sound use of mobile operator data for infectious disease control, with a focus on low and lower-income settings in conjunction with the Data Science and Ethics Group (DSEG)
  • Build up on existing DTM/MHD materials for DTM & MHD staff, and support the teams in producing documentation for global DTM preparedness, with specific emphasis on public health emergencies
  • Support MHD in consolidating recommendations related to DTM indicators and the MHD component in the DTM data dictionary, including in developing analytical frameworks applicable to DTM data and useful during health emergencies
  • Advancing the capacity of public health stakeholders to access and use population mobility data derived from DTM data systems and mobile phone usage data

I. ORGANIZATIONAL CONTEXT AND SCOPE

 

Under the overall supervision of the Chief of Mission in IOM Chad and the Emergency Program Coordinator and the direct supervision of the DTM Coordinator and in close coordination with the Regional Office, the successful candidate will be responsible for supporting DTM analysis and data-related activities in Chad alongside the DTM coordinator.

The wide range of Displacement Tracking Matrix projects ongoing in Chad reflects significant data needs in the country both in term of internal displacement and in term of wider migration and human mobility patterns. This position is meant to support the DTM coordinator on all data aspects of the work related to DTM which may include data systems set-up at the start of a project (mobile data collection, datasets preparation), data check during projects and data analysis and support to reporting.

The incumbent will be working in a structured team that will include two other support positions: junior data analyst based in London, national IM staff which will be complementary in tasks. The incumbent is expected to support data set-up and systems, he/she will mostly be asked to support DTM analysis and reporting on key products such as dashboards, narrative reports and additional data visuals.

 

 

II. RESPONSIBILITES AND ACCOUNTABILITIES

 

  1. Insure strong data set-up for all DTM activities in Chad, including but not limited to: flow monitoring points, mobility tracking exercises, household surveys, registrations and ad-hoc research activities. Data set-up includes:
    • Ensure coherence of DTM forms with DTM standard through liaison with Regional Office
    • Ensure compliance of DTM Chad to data protection and data collection standards

  3. Work in close collaboration with the DTM Coordinator, the Regional Office and DTM Unit at IOM Geneva Headquarters (HQs) to contribute to the development of improvements in methodologies and assessment tools.
  4. Support DTM department on the analysis and production of DTM reports and all other publications related to DTM department, ensuring timely inputs from program and targeted dissemination
  5. Perform preliminary analysis of DTM data and contribute to the development of useful reports for internal and external stakeholders.

I. ORGANIZATIONAL CONTEXT AND SCOPE

 

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Since 2004 the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last seven years, including in all Level 3 emergencies. DTM has been active in over 72 countries. To coordinate and support operations implemented by approximately 5,200 staff, the global DTM support team is comprised of approximately 50 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna, and The Hague). Since its inception, the global support team includes, on average, 50% female and 50% male staff as well as a diverse range of nationalities.

 

The DTM team has been actively exploring options how AI and machine learning (ML) can improve and expand its programme areas for several years now, from applying methods for quality control, to predicting mobility in displacement contexts. Furthermore, DTM has been key in the discussions around the application of AI for humanitarian outcomes, having established and co-chairs the Humanitarian Data Science and Ethics Group (DSEG). UN AI activities can be found in the UN Activities on Artificial Intelligence Compendium.

 

Under the direct supervision of the Senior DTM Coordination Manager and the overall supervision of the Global DTM Coordinator, and working very closely with DTM Data Scientists and the DTM Ethics team, the successful candidate will be responsible for implementing new uses of big data and AI/ML, developing policies, toolkits, applications and platforms to improve data-driven decision-making through the ethical use of data.

 

 

 

II. RESPONSIBILITES AND ACCOUNTABILITIES

 

  1. Component One – AI Mapping:
    • Through an assessment of DTM’s programme methodology and desk research, supported by a few interviews with key stakeholders as agreed by with IOM, carry out a rapid mapping of areas where the application of AI can be utilised to enhance DTM programme areas
    • Support in the design, implementation, deployment and evaluation of artificial intelligence solutions based on state-of-the-art approaches.
    • Identify and communicate on main DTM’s technology greatest challenges and propose correcting actions by leveraging DTM data assets to drive innovative work in AI/ML that can be applied at vast scale across the organization.

 

  1. Component Two – Quality Control
    • With support of IOM specialists in Geneva and relevant regional and country offices,  familiarise oneself with the data processing phases of the DTM data cycle, and develop guidance on methods on how AI can be used for quality control on data processing and analysis
    • Propose a set of recommendations how AI can be applied to support to support data integrity and analysis, including automatic generation of datasets and reports, whilst implementing a number of automated quality control checks

 

  1. Component Three – Ethics
    • Work closely with the internal Data Science & Ethics stakeholders about collaboratively developing operational guidance on how to apply AI in humanitarian operating environments in a safe and responsible way, respecting Do No Harm and Humanitarian Principles

    • Support in the development of a methodology report and a training package with the inclusion of recommendations for existing operations to initiate the roll out of AI use, including in capacity building experiences and where appropriate to the DTM Global Training package.

I. ORGANIZATIONAL CONTEXT AND SCOPE
 

In July 2017 IOM Mongolia launched a pilot phase of the eighteen-month project “Understanding and Managing Internal Migration in Mongolia”. This pilot phase aimed to strengthen internal migration management through enhanced data collection and capacity building of government agencies and key stakeholders. Two reports were produced under this project: the “Mongolia: Internal Migration Study” and “The Urban Migrant Vulnerability Assessment,” as well as a policy brief on internal migration. These studies and the policy brief provided a baseline and recommendations for further initiatives to improve management of internal migration in Mongolia.  
 
In this follow up phase of “Understanding and Managing Internal Migration in Mongolia,” IOM will work with relevant government ministries, Committees and Sub-Councils to mainstream migration into national, local and sectoral policies and development plans to improve management of rural to urban migratory flows through supporting national and local authorities in planning and carrying out interventions to reduce internal migrant vulnerability

 

 

II. SPECIFIC OBJECTIVES

Under the overall supervision of the Chief of Mission (COM) based in Beijing, China, direct supervision of Programme Manager and in cooperation with relevant units at the Regional Office for Asia and the Pacific in Bangkok and at Headquarters (HQs), the successful candidate will support the adaptation of existing Displacement Tracking Matrix (DTM) Mongolia methodology into the Ulaanbaatar city context. This will include conceptualization of operational implementation strategy and workplan; development of tools for data collection, geo data base development, data management infrastructure, GIS mapping and reporting; support implementation of the first round(s) of DTM in Ulaanbaatar city. In particular, he/she will:

 

 

III. RESPONSIBILITIES AND ACCOUNTABILITIES

Specific duties and responsibilities will include the following tasks:
  1. In close coordination with the Regional (Bangkok) and Global (Geneva) Displacement Tracking Matrix (DTM) Support team, adapt the existing DTM methodology in Mongolia for implementation within the city of Ulaanbaatar. Develop a detailed operational implementation strategy and workplan and data collection tools.
  2. In close coordination with the National DTM officer, set up the DTM activities in Ulaanbaatar city and coordinate the operations and implementation of first round(s) of DTM data collection in coordination with relevant national stakeholders.
  3. In close coordination with the National DTM officer, coordinate the data collection processes and information management activities, including, but not limited to, data mapping, encoding, storing, processing, analysis and production of various types of information products specific to aspects related to GIS and information management.
  4. Support with the identification of/and support analyse existing GIS systems and structure capacities, availability of relevant datasets, and data and information gaps. Design effective systems/solutions to meet all IM-related needs in an accurate and timely manner.
  5. In collaboration with National DTM Consultant, develop and formatting DTM documents and reports including but not limited to DTM dashboards, maps, reports, etc.
  6. In collaboration with National DTM Consultant, prepare DTM training materials and implement training for IOM staff and relevant national stakeholders.
  7. Participate in relevant meetings and events related to DTM activities;
  8. Ensure protection mainstreaming and the inclusion of gender indicators in DTM;
  9. Submit a detailed consultancy report that is analytical in approach and specify challenges faced in implementing the programme and recommend a solution to the challenges; 
  10. Perform such other duties as may be assigned.

 
 
Realistic Delivery Dates and Details as to how the work must be delivered
 
The detailed work plan and delivery dates will be confirmed directly with the successful candidate:

  • First draft of DTM methodology, including tools for data collection, data management, reporting, as well as training materials, and activities planning in the Ulaanbaatar city context - within 2 month of start date;
  • Finalization of a DTM methodology and relevant documents – within 4 months of start date.
  • Rolling out of trainings for relevant government officials, FPs and IOM – within 4 months of start date
  • Rolling out of the first round of DTM assessments in Ulaanbaatar city – within 5 months of start date

 

 

IV. COMPETENCIES


The incumbent is expected to demonstrate the following technical competencies:  

  • Strong and demonstrable interest in migration, disaster management and/or humanitarian issues;

  • Excellent communication skills; capable to share ideas and explain results to all levels of the Organization and stakeholders;
  • Experience in data collection and data management. Proven ability to gather and extract information from multiple sources;
  • Proficiency in one or more statistical analysis software such as: Stata, SAS, SPSS, R;
  • Proficiency in using two or more of the following tools: Access, Visual Basic, Java, ASP, SQL, Oracle or Python;
  • Of value is experience in the development, refinement and implementation of population database systems (such as registrations, census or surveys);
  • Expertise in machine learning, data mining, predictive analytics, artificial intelligence and/or risk modelling. Hands-on mathematical programming and modelling;
  • Strong skills on Excel are required. Knowledge of BI Visualization tools (Power BI, SAS Visual Analytics, Tableau, etc.);
  • Familiarity with GIS and web mapping an asset. Experience in distributed platforms (Hadoop, Spark, etc.) and/or Natural Language Processing an advantage.

Master’s degree in Statistics or Quantitative field (Math, Computer Science, Physics/Chemistry, Econometrics, Bioinformatics, etc.), or, alternatively, an equivalent combination of related education with relevant 3-4 years of professional experience. Excellent knowledge of statistics, survey and assessment methodologies and database management.

Excellent writing and communication skills, efficiency and flexibility. Ability to work under pressure. Attention to detail and quality and capacity to meet deadlines. I. ORGANIZATIONAL CONTEXT AND SCOPE
 

Under the direct supervision of the Senior DTM Coordination Manager, and the overall supervision of Global DTM Coordinator and the Head of the Preparedness and Response Division (PRD), the successful candidate will be responsible to provide data science support to the global DTM support team operations. The successful candidate will support the design, implementation, and refinement of DTM data quality control procedures and applications, develop multi-layered analyses relevant for DTM programming and implementation for humanitarian, recovery and development stakeholders and their respective information needs. II. RESPONSIBILITIES AND ACCOUNTABILITIES

 

Specific duties and responsibilities will include the following tasks:

  1. Support the design, development, roll-out, implementation, and refinement of data quality control procedures, as well as standards and mechanisms to monitor and evaluate data quality received from field operations in a centralized manner.
  2. Research and develop models, analysis, reports, and documentation related to DTM data use for humanitarian, development, and migration programming.
  3. Support in ensuring the quality and accuracy of data consolidate and stored in DTM’s Central Data Warehouse (CDW) using quality control techniques applied during relevant data management processes.
  4. Support in the development and implementation of DTM’s Data Dictionary (DD) at the global level and in the field as required to ensure its effective implementation.
  5. Support in ensuring the accuracy of data and information in DTM websites using analytics/statistical models and quality control tools; including data checks and tests as required.
  6. Analyze global consolidated data; develop and support the quality control and harmonization of data collection tools to facilitate global analysis; and contribute directly to the development of analytics-based value products for global, regional, or national level purposes.
  7. Provide remote or onsite support on data science and data analytics to DTM field operations as needed.
  8. Research, analyze and evaluate innovative solutions on complementary data analyses, the use of analytical models and techniques, improved processes, and new applications related to information systems, new technologies and data-driven practices to manage information in response to disasters and/or complex emergencies and make recommendations on their utilization for field implementations as well as for global support operations.
  9. Support the collaborations with DTM partners, including academia and universities, research institutes as well as development actors to continuously expand the use of DTM data and analysis for humanitarian, development, and migration programming globally.
