Migration Data Analysis and Visualization Capacity Building Consultant

I. ORGANIZATIONAL CONTEXT AND SCOPE

Established in 1951, the International Organization for Migration (IOM) is the UN Migration Agency. IOM works in close partnership with various governments to enhance the capacities of relevant authorities, to respond to challenges related to migration management. IOM takes up the role of ensuring the orderly and humane management of migration, promoting international cooperation on migration issues, supporting relevant actors to govern migration flows to effectively maximize their positive impacts while minimizing the potential costs on migrants and society, as well as providing humanitarian assistance to migrants in need. Within the context of migration management and towards developing capacity of government counterparts in migration governance, IOM also provides data and evidence on migration.

The migration context of North Africa is characterized by complex migratory flows including Central Mediterranean route as one of the most prominent mixed migration routes connecting various countries in Africa to EU states. As per the data on arrivals in EU, during 2020, over 85,000 migrants crossed the Mediterranean Sea to reach Europe, including over 36,000 reaching Italy and Malta via sea across the Central Mediterranean route with a majority transiting through Libya.

Before crossing the Central Mediterranean route a significant number of these migrants travelled through the desert in southern Libya to reach the coast for their subsequent journey to Italy or Malta. Furthermore, throughout 2020 Libya hosted up to 600,000 migrants including those intending to migrate onwards from Libya.

IOM's Missing Migrants Project launched in 2013, has developed into an important data and information source on migrants’ deaths in the Mediterranean as the project counts migrants who have died at the external borders of states, or in the process of migration towards an international destination, regardless of their legal status.

Similarly, several countries in the region have also established Displacement Tracking Matrix (DTM) programmes that provide vital data, information and analysis on migrant populations and their needs. Furthermore, IOM in Libya via its various institutional information management activities also regularly collects, collates, and provides data on search and rescue operations carried out in the Libyan search and rescue zone.

These various steams of data, information, and evidence on migration trends in Libya can be connected to portray a holistic picture of the migration dynamics to, from and through Libya to better guide the development of migration management programming and policy. These consultancy TORs seek the support of an expert data and information management specialist in realizing key steps towards harmonizing the various data and information steams available to IOM.

II CORE FUNCTIONS / RESPONSIBILITIES:

Objective

In order to improve assistance to stranded migrants and migrants in vulnerable situations in the desert and to support governments and international organizations to better define evidence-based policies and programmes on promoting safe, orderly and dignified migration, a holistic understanding of migration trends in Libya is required. The objective of this consultancy is to propose and develop a data analysis and visualization platform that connects the various available sources of data and information within and outside IOM.

Requested services

The consultant will be provided with the regularly used data sources (including IOM DTM and Missing Migrant datasets along with other institutional datasets), with an aim of drafting data management SOPs that connect these various datasets, and subsequently create and handover via training/instructional manual an interactive dashboard that presents analysis and visualization of the combined data. In addition, the consultant will also be tasked to highlight practical steps that can be taken to improve the data management and analysis processes undertaken.

Under the overall guidance of the Chief of Mission and the direct supervision of the Programme Officer (IBM/SAR), and in close collaboration with [WA1] the Displacement Tracking Matrix (DTM) programme manager incumbent is expected to:

• Map and classify existing data sources available in Libya (including those highlighted and shared by IOM).
• Identify and map other institutions and sources engaged in providing data on migration along the transit routes in Libya.
• Perform initial analysis of the available data in terms of its quality and utility; and produce an analysis plan that can be made part of the SOPs.
• Draft SOPs on collating and synthesis of the various data sources to be used for visualizations and dashboards (along with initial collating / synthesis exercise).
• Create an interactive data visualization platform or dashboard based on the collated and synthesized data.
• Identify and assess challenges, limitations, opportunities related to the data used and the dashboard created.
• Draft an easy to follow instructional manual on use, maintenance and updating of the data visualization platform or dashboard created for subsequent handover to dashboard manager.
• Deliver training to relevant IOM staff as per the instructional manual drafted on use, maintenance and updating of the data visualization platform or dashboard

Deliverables

• First deliverable - 10 calendar days from the start of the consultancy. Based on the existing data sets and a rapid needs survey of staff, the consultant will deliver an inception report briefly describing the data sources, output of the mapping exercises, and analysis plan based on the initial analysis.
• Second deliverable - 30 calendar days from the start of the consultancy. First draft of the data visualization platform or dashboard for review and testing, along with the SOPs on collating and synthesis of data;
• Third deliverable - 50 calendar days from the start of the consultancy. Final version of the running data visualization platform or dashboard along with the draft of instructional manual, and training of relevant IOM staff on the use, maintenance and updating of the platform / dashboard;
• Fourth deliverable – 60 days from the start of the consultancy:

Final report including all of the above deliverables as a package for internal record.

Deliverables are expected to be drafted in English.

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

• Master’s degree in a field of study related to Computer Science; Software, Database or Web Application Development; Data Sciences; Statistics or a related field from an accredited academic institution with relevant professional experience.
• Minimum of 3 (three) years experience in creating data visualizations platforms / dashboards.
• Previous work experience related to data management, research, standardization, and visualization or design of digital information products
• Strong knowledge of data analytics including in particular on data visualization platforms such as Power Bi, Tableau, Python (Dash)
• Good understanding of gender-sensitive data analysis
• Excellent report writing, communication, and analytical skills
• Ability to prepare clear and concise reports
• Prior work experience with an international organization

IV. LANGUAGES

Fluency in English is required (oral and written). Working knowledge of French or Arabic is an advantage.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

The consultant must adhere to the International Organization for Migration (IOM) Data Protection Principles (IN/138) and maintain confidentiality.
