Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

 

I. ORGANIZATIONAL CONTEXT AND SCOPE

 

The Displacement Tracking Matrix (DTM) Regional Evidence for Migration Analysis and Policy (REMAP) – Asia and the Middle East is a project funded by the European Union and implemented by the International Organization for Migration (IOM). The main objective of the project is to strengthen the evidence-based formulation and implementation of humanitarian and development policy and programming on migration and forced displacement in Afghanistan, Bangladesh, Iran, Iraq and Pakistan through the use of IOM’s existing methodology and platform of the DTM.
Under the overall supervision of the Senior Regional Emergency and Post-Crisis Specialist, and the direct supervision of the Senior Regional Project Manager (Displacement Tracking Matrix (DTM) - Regional Evidence for Migration Analysis and Policy (REMAP) based in the Regional Office for Asia and the Pacific in Bangkok, Thailand, the successful candidate will be responsible for realizing data consolidation, analysis and Geographic Information Systems (GIS) and relevant Information Management (IM) product development under the DTM REMAP project.

 

 

II. CORE FUNCTIONS / RESPONSIBILITIES

 

  1. Support the implementation of an effective GIS in the context of DTM REMAP project, including the production of GIS-related products both for operational purpose and information sharing and dissemination.
  2. Support the data collection processes and information management activities, including, but not limited to, data mapping, encoding, storing, processing, analysis and production of various types of information products specific to aspects related to GIS and information management.
  3. Support the identification of/and support analyze existing GIS systems and structure capacities, availability of relevant datasets, and data and information gaps. Design effective systems/solutions to meet all IM-related needs in an accurate and timely manner.
  4. Support with identifying gaps within GIS-related data and information relevant to the implementation and contribute to the preparation of project proposals aiming to address such needs.
  5. Support in planning and developing SQL queries to ensure the DTM REMAP’s ability to deliver timely and verified data.
  6. Ensure the implementation of the information management systems and application adhere to Information Technology and Communication (ITC) Policies and Standards.
  7. Support the effective project implementation; ensure regular monitoring as per agreed timelines; prepare project status and progress reports.
  8. Perform such other duties as may be assigned.

 

 

 

 

III. REQUIRED QUALIFICATIONS AND EXPERIENCE

 

Education

  • Master’s degree in Geoinformation Science and Earth Observation (GIS and Remote sensing), Computer Science, Information Management,  or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.


Experience

  • Experience of the use of GIS-IM in emergency operation context; • Expertise of Esri ArcGIS software and other GIS-related software;
  • Documented experience of using system analysis methods and data modelling tools, relational databases and object-oriented programming would be an advantage;
  • Experience using two or more of the following tools: Access, Visual Basic, Java, , SQL or Oracle;
  • Experience in the development and implementation of population database systems (such as registrations, census or surveys).

Skills

  • Knowledge of Relational Database Management System (RDBMS), and MS Office applications;
  • Knowledge of R/Python, SPSS/STATA
  • Knowledge of using Power BI or Tableau
  • Ability to compile and holistically analyze diverse datasets
  • Knowledge in advanced data visualization and information design skills
  • Knowledge of data protection guidelines and principles

V. LANGUAGES

 

Required: Excellent communication skills in English (written and oral).
Advantegeous: Working knowledge of Arabic, Farsi, Pashto, Bengali, Urdu  and/or another UN language.
 
 

 

VI. OTHER

 

Internationally recruited professional staff are required to be mobile. For this staff category, candidates who are nationals of the duty station’s country cannot be considered eligible.
