I. ORGANIZATIONAL CONTEXT AND SCOPE
 
Since 2004, the Displacement Tracking Matrix (DTM) is IOM’s main operational tool for tracking and monitoring the movements and the evolving needs of displaced populations. It has been systematically deployed in medium to large-scale humanitarian response operations in the last five years, including in all Level 3 emergencies. During 2017, DTM has been active in over 60 countries. To coordinate and support operations implemented by approximately 2,400 staff, the global DTM support team is comprised of 40 specialists across eight locations (Geneva, London, Bangkok, Nairobi, Dakar, Cairo, Vienna and The Hague). Since its inception the global support team includes, on average, 50% female and 50% male staff as well as a diverse range of nationalities. Recently, IOM is also exploring the viability of employing DTM, a largely humanitarian tool, for recovery and development-oriented operations. 
 
Global DTM support is organized within the following units: Global System Management (GSM); Project and Operations Support (POS); Operations and Methodological Framework (OMF); Data Systems and Centralization (DSC); Data Management, Verification and Procedures (MVP); Digital Content Management (DCM); Analytics, Knowledge and Output Quality (AKO); Data Models and Learning (DML); DTM and Data Partnerships (DDP); Geospatial Analytics (GSA); Data Initiated Operations (DIO); and Humanitarian and Development Solutions (HDS). 
 
Following the World Humanitarian Summit 2016 and Grand Bargain commitments to transcend the humanitarian-development nexus, IOM has been using its DTM to contribute to the evidence-base of development-oriented programmes. IOM is thus seeking a qualified candidate to further examine and support the use of DTM data for recovery and development operations. This includes providing data support for the work of IOM’s Transition and Recovery Division (TRD), which applies development-principled approaches to address root causes driving forced and irregular displacement. TRD consist of four work streams: stabilization and resilience; durable solutions and recovery; transition and peacebuilding; disaster risk reduction and environmental degradation. This internship will support IOM in delivering across the spectrum from humanitarian responses, to recovery initiatives to development programming. 
 
Located in the IOM London office, under direct supervision of the DTM Project Management & TRD Liaison Officer (Geneva) & the AKO Unit lead, and the overall/ daily supervision of the Global DTM Coordinator (London), the successful candidate will integrate into the AKO unit.
 
II. RESPONSIBILITIES AND ACCOUNTABILITIES
 
The objective of this internship is to support the use of DTM data for development-oriented programming and discussions. This includes adapting tools, collecting and analysing data, as well as compiling good practices related to assisting IOM in bridging the humanitarian-development nexus.
 
The candidate should be up to date on humanitarian-development nexus (HDN) discussions and strategies both within IOM and across the UN. The candidate should also be knowledgeable on the 2030 Agenda for Sustainable Development Goals (SDGs) and identify the extent to which DTM data can be used to measure relevant SDG targets and development indicators.  
 
Thematic focus: Improvement and consolidation of DTM data related to monitoring humanitarian development nexus (HDN) indicators. 
 
  • Explore the extent to which DTM can be better analysed to inform HDN discussions and programmes, and provide recommendations on how to make DTM data more applicable for informing collective outcomes and development contexts
  • Investigate the range of tools associated with measuring progress towards achieving the SDGs at national and global levels, and research how and  where these tools can be incorporated to complement DTM programmes
  • Evaluate existing indicators, tools and practices undertaken by development actors, including the World Bank and UNDP, and review their potential applicability in countries where DTM is active by connecting with other departments and divisions within IOM, support DTM in improving its alignment and coordination of humanitarian, recovery, and development initiatives 
  • Analyse the Sustainable Development Goals’ (SDG) targets and indicators to determine which are most relevant to measuring the human development of people affected by displacement and in crisis settings and measure DTM  data against SDG targets and indicators 
  • Conduct the analysis of indicators and methods used by DTM in the different contexts relevant to humanitarian development indicators
  • Support TRD in providing recommendations related to DTM indicators and the HDN component in the DTM data dictionary
  • Support IOM thematic research on HDN thematic work
  • Liaise with relevant IOM specialists on returns monitoring and TRD programmes
  • Provide administrative and logistical support when needed.   
  • Perform such other duties as may be assigned.

TECHNICAL
Proficiency using Microsoft Office 365 (Excel, Word and PowerPoint) is required; Experience using Adobe InDesign is an advantage; Experience working with statistical software such as R, Python, STATA would be a distinct advantage
 
IV. EDUCATION AND EXPERIENCE 
 
Advanced degree from an accredited academic institution in a field of study related to humanitarian planning, international relations, international development or other relevant disciplines.
 
Previous working experience within the development sector and knowledge of the 2030 SDGs and HDN discussions would be highly desirable.
 
V. LANGUAGES
 
Required
Excellent communication skills in English (written and oral), French would be desirable
Advantageous
- Knowledge of another UN language
