Following the passage of Hurricane Maria, the Ministry of Education announced a plan to progressively reopen schools. IOM carried out assessments  which showed that 43 schools were still serving as collective centers, 33 of which were housing displaced individuals. 14 of the 19 schools identified for reopening on 16 October were in use as collective centers, housing 486 individuals. 54% of IDPs were aware that their shelter would be closing in the following weeks. The destruction or severe damage to homes was the main reason preventing IDPs from returning to their place of origin.
