The DTM Monthly Regional Update contains consolidated summary updates and highlights from DTM field operations. This document covers updates from the regional network of flow monitoring of migrants, as well as the tracking and monitoring of internal displacement in the countries. It is published on a monthly basis and covers the West and Central Africa Region.
Dans le cadre de sa seizième phase de la Matrice de suivi des déplacements (DTM), l’Organisation Internationale pour les Migrations (OIM) a mené une enquête sur les intentions de retour ciblant les Personnes Deplacées Internes (PDI) et réfugiés hors camp dans la région de l’Extrême-Nord du Cameroun. L’enquête a eu lieu en novembre 2018 dans les six départements de la région: Diamare, Mayo-Danay, Mayo-Kani, Mayo Tsanaga, Mayo-Sava, et Logone-et-Chari. L'enquête a été menée dans 558 localités auprès de 3 038 ménages deplacés. 74% des PDI et réfugiés ne souhaitaient pas quitter le lieu actuel. 23% souhaitent retourner dans leur lieu d’origine et 3% souhaitaient se déplacer ailleurs. Selon les personnes enquêtées, les quatre conditions principales nécessaires au retour, étaient : assurer la présence des forces de sécurité dans la zone d’origine (71%), bénéficier de l’aide internationale dans le village d’origine (30%), l’amélioration de l’accès aux services de base (31%), et la réhabilitation des maisons endommagées (27%).
DTM interviewed 1,473 households representing 4,315 individuals (62% women and girls) entering or exiting Wau Protection of Civilians site Adjacent Area (PoC AA site) between 1 September and 30 November 2018. A comparatively sizable proportion of this cohort were new arrivals (11%) and permanent exits (23%) as opposed to same-day travel (18%, no overnight travel) or temporary leave (48%, overnight travel short to long-term over four months).
DTM keeps track of movement into and out of Malakal Protection of Civilian (PoC) site. DTM interviewed 3,519 households representing 3,898 individuals from September to November 2018. Malakal distinguishes itself from other PoC sites by its proportionally large commuter population that leaves in the morning and returns on the same day (70% of measured flows), hence the small average household size, and a relatively small proportion of new arrivals or permanent exits (3%). Same-day travellers (62% women and girls) most commonly farmed or fished in nearby locations such as Eastern Malakal (43%) and, to some extent, Ogot (11%).
DTM interviewed 2,127 households representing 4,234 travelling individuals crossing into and out of Bentiu Protection of Civilians site (PoC) site, Malakal PoC site and Wau PoC Adjacent Area (AA) site during the reporting period. Wau PoC AA stood out as 45% of respondents indicated intending to permanently leave the site, most commonly due to improved living conditions at destinations. Temporary travel (overnight up to more than six months) away from the site was also often long-term at the Wau PoC AA site. While temporary travel was common for residents at Malakal PoC Site, the vast majority lasted or was intended to last for less than a week and largely limited to the same county. DTM interviewed more individuals who were new to Bentiu PoC site than persons intending to permanently leave, with family being the main motivation to enter the site.

Within the period of 28 January to 03 February 2019, a total of 5,901 movements were recorded, including 5,357 arrivals and 544 departures. Arrivals were recorded at locations in Askira Uba, Bama, Biu, Chibok, Damboa, Dikwa, Gwoza, Jere, Kaga, Konduga, Magumeri, Maiduguri, Mobbar, Monguno and Ngala Local Government Areas (LGAs) of Borno state and locations in Demsa, Fufore, Girei, Gombi, Guyuk, Hong, Lamurde, Madagali, Maiha, Mayo Belwa, Michika, Mubi South, Numan, Song, Yola North and Yola South LGAs of Adamawa state. Departures were recorded at Askira Uba and Bama LGA of Borno state and Demsa, Fufore, Girei, Hong, Lamaurde, Madagali, Maiha, Mayo Belwa, Mubi North, Numan, Song, Yola North and Yola South LGA of Adamawa state. ETT assessments identified the following movement triggers: voluntary relocation (17%), improved security (6%), ongoing conflict (55%), poor living conditions (18%), and fear of attacks (4%).

Ce rapport vise à donner, pour la majorité des zones affectées par les récents conflits, des informations concernant les populations déplacées dans les régions de Ségou et Sissako suite à la dégradation de la situation sécuritaire dans la région de Mopti et aux évènements des dernières semaines.
خلال شهر يناير من سنة 2019، بلغنا وصول قرابة 990 مهاجرا إلى بنغازي في إطار بحثهم عن سُبُل لكسب الرّزق. ظلّ الوضع الأمني في أغلب أحياء درنة مستقّر خلال الفترة المشمولة بالتقرير باستثناء المدينة القديمة. وقد عاد 185 فردا إضافيا إلى درنة خلال شهر يناير وتتمثّل أبرز احتياجاتهم في توفير الغذاء والمواد غير الغذائية والحماية والأدوية لهم. وصل عدد يتراوح بن 50 و150 مهاجرا إلى هراوة منهم من قدم بحثا عن سُبل لكسب الرزق ومنهم من أتى في نيّته مواصلة السفر نحو وجهات أخرى. وصل عدد يقدّر بين 300 و400 مهاجرا إلى سرت قادمين من أجدابيا والجفرة وسبها. البعض منهم من قدم بحثا عن سُبل لكسب الرزق ومنهم من أتى في نيّته مواصلة السفر نحو وجهات أخرى. بلغنا مغادرة ما يقارب 600 أسرة لمنازلها الواقعة في بلديات سوق الخميس والأصابعة وبن غشير من جرّاء الاشتباكات التي اندلعت في طرابلس في منتصف شهر يناير من سنة 2019. وعقب انتهاء الأعمال العدائية ومع استقرار الأوضاع الأمنية، بادرت الأسر إلى العودة إلى مساكنها. ترهونة نزحت قرابة 130 أسرة من ترهونة نحو محلات أخرى من نفس البلدية من جرّاء الاشتباكات التي حدثت في جنوب طرابلس في منتصف شهر يناير. وقد لجأت بعض الأسر النازحة للسكن مع أقاربها في الوقت الذي بقيت فيه أسر أخرى لدى عائلات مستضيفة لها من غير الأقارب. وبادرت غالبية الأسر بالعودة إلى مساكنها إثر انتهاء الأعمال العدائية.
Approximately 990 migrants reportedly arrived in Benghazi in January 2019 looking for work opportunities. The security situation in most neighbourhoods of Derna remained stable during the reporting period, except the old city. In January, an additional 185 individuals were reported to have returned to Derna, and their reported needs include food, NFIs, protection and medicine. An estimated 50 to 150 migrants arrived in Hrawa; some were looking for job opportunities whereas others planned to continue their journey to other destinations. An estimated 300 to 400 Migrants reportedly arrived in Sirt, coming from Ejdabia, Aljufra and Sebha. Some were reported to be looking for job opportunities, whereas others were planning to continue their journey to other destinations. Approximately, 600 families were reported to have left their homes in Suq Alkhamees, Alasabaa and Qasr Bin Gasheer due to clashes South of Tripoli in mid-January 2019. Following the end of hostilities on 23 January, the families reportedly returned to their homes as the security situation stabilized. Approximately 130 families from Tarhuna were displaced to other neighbourhoods within the municipality due to the clashes in southern Tripoli in mid-January. Some of the displaced families were reported to be staying with their relatives whereas others were staying with unrelated families amongst the host community; reportedly, most families returned following the end of hostilities.
Inflows of newly-arrived IDPs peaked at over 1,100 families per week in the week of 28 September and 5 October. There was a sharp, 74% decrease from 5 to 19 October. There was a modestspike of 456 families recorded in the last 5 days of October. Due to funding limitations, DTM discontinued activities from 1 to 15 November, after which inflows remained relatively low at anaverage 300 families per week. However, after 4 January, inflows further decreased to 100 families per week on average, before doubling to close to 200 families.
