During the COVID-19 pandemic, IOM’s Displacement Tracking Matrix (DTM), in collaboration with the World Health Organization (WHO), monitors the movement to and from Nigeria's Adamawa and Borno States, located in the North East Zone. Assessments are conducted at Points of Entry located along the border with Cameroon.   During the period 05 - 11 June 2021, 321 movements were observed at three Points of Entry in Borno State. Of the total movements recorded, 129 were incoming from Cameroon’s Far North Region while 192 were outgoing from Borno State to Cameroon‘s Far North Region.   A range of data is collected during the assessment to better inform on travellers’ nationalities, sex, reasons for moving, mode of transportation and timeline of movement as shown in figures 1 to 4 below.

The lingering conflict in Nigeria's North East Zone has been the major cause of widespread population displacement. Over 2 million persons have been forced to leave their areas of residence in search of safety and security in neighbouring wards and LGAs.   Since the beginning of March, repeated attacks by Non-State Armed Groups (NSAG) have been reported in Dikwa LGA. On 8 June 2021, Dikwa LGA was attacked once more by a Non-State Armed Group, leading to a new wave of population displacement. Following these attacks, numerous displacements have occurred and continue to occur until today. Flow monitoring assessments have been conducted by IOM DTM field staff with the purpose of informing the humanitarian community and government partners about forced population movements, and enabling targeted response. DTM enumerators were deployed in the transit point Dikwa Motor Park in the ward Dusuman in Jere LGA. IDPs passing through the transit point were asked about their intended destinations and most needed assistance. Since the beginning of May, it was noted that numerous households have started to return to their locations of origin. These return movements were also captured at Dikwa Motor Park in the ward Dusuman and are presented on the map and graphic below.     As a result of the attack on 8 June 2021, a total of 1,642 individuals were displaced from Dikwa LGA towards the LGAs Jere and Maiduguri Metropolitan Council, 1 individual died and 3 individuals were injured. They arrived at Dikwa Motor Park from various camps and communities in Dikwa LGA. As presented on the map below, their intended destinations were locations in the LGAs Jere, Konduga and Maiduguri Metropolitan Council in Borno State. Since the first attack in Dikwa on 1 March 2021, a total of 20,286 IDPs have been recorded by DTM in Dikwa Motor Park. They were displaced from Dikwa LGA and en route to destinations in the LGAs Jere and Maiduguri Metropolitan Council in Borno State. Additionally, since 1 May 2021, a total of 7,238 returnees have been recorded by DTM in the same transit point. They are returning from locations in the LGA Maiduguri Metropolitan Council towards Dikwa LGA. 

This report calls for a comprehensive and contextualized understanding of migrant vulnerability across the most popular West and Central African migration routes – examining risk and protective factors at the individual, household, community and structural levels – to stimulate the development of prevention-based protection frameworks to assist migrants in need. The report is based on an analysis of DTM flow monitoring survey (FMS) data gathered from 110,402 migrants of 73 different nationalities at 39 flow monitoring points (FMPs) (exit, entry and transit) in seven countries in West and Central Africa in 2018 and 2019 (namely, Burkina Faso, Chad, Guinea, Mali, the Niger, Nigeria and Senegal), as well as from qualitative data gathered from 11 expert interviews in 2020 during the COVID-19 pandemic. It documents the varied and complex migration patterns occurring within West and Central Africa, the profiles of migrants, their ongoing experiences at numerous points along the migration routes, and the different protection issues and obstacles they face throughout the course of their journeys. Driven by these data, this report aims to: (a) Generate an evidence-based analysis of the tightly interwoven geographic, cultural and economic patchwork that constitutes West and Central African migration for the benefit of IOM and other migration-related international organizations, the broader humanitarian community, policymakers and other relevant stakeholders; (b) Provide evidence-based programming recommendations on protection and assistance tailored to the specific needs, trajectories and vulnerabilities of migrants moving within and out of the region; (c) Advance viable harm prevention-based frameworks for assisting migrants in situations of increased vulnerability to harm, with a view to stimulating the development of policies that afford safe and regular migration opportunities for this constituency

IOM manages the Displacement Tracking Matrix (DTM) in Nigeria and other countries around the world, to support humanitarian communities with data on displacement and mobility. This information management product determines the status, locations, and needs of people affected by the ongoing conflict in North-West and North-Central Nigeria. As of 24 february 2021, the DTM has identified 695,914 IDPs (111,913 households) across Benue, Kaduna, Kano, Katsina, Plateau, Nasarawa, Sokoto and Zamfara States. This represents a decrease of 4 per cent (32,774 individuals) since the Round 5 assessment.

Round 6 of DTM data collection in the north-west and north-central geopolitical zones was conducted between 8 and 24 February 2021. During the assessments, DTM deployed teams of enumerators to conduct assessments in 828 wards (up from 799 wards that were assessed in the last round of DTM assessments or Round 5 that was conducted in December 2020) located in 174 LGAs (up from 172). Eight states were covered including Benue, Nasarawa and Plateau (north-central) and Kaduna, Kano, Sokoto, Katsina and Zamfara (north-west).   DTM enumerators conducted assessments in 1,539 locations (an increase of 51 locations from Round 5 of assessments) including 1,460 (95%) locations where IDPs were residing among host communities and 79 (5%) locations categorised as camps/camp-like settings. In the Round 5 of assessments, 1,410 locations where IDPs lived among host communities and 78 camps/camp-like settings were assessed. During these assessments, data was collected on numbers, living conditions and multisectoral needs of displaced populations.   DTM activities in Nigeria’s north-central and north-west zones targeted IDPs and aimed to gain a better understanding of displacement numbers and trends, living conditions of affected populations, as well as the needs and vulnerabilities of these populations. The population categories are defined in this report as following: • An Internally Displaced Person (IDP) is “a person who has been forced or obliged to flee or to leave his or her home or place of habitual residence, in particular as a result of, or in order to avoid the effects of armed conflict, situations of generalized violence, violations of human rights or natural or human-made disasters, and who has not crossed an internationally recognized state border”.   • In the context of Nigeria, a returnee is defined as any former IDP who returned to his or her locality of origin (IDP returnee); or any former refugee who returned to his or her country of origin (Returnee from abroad). Return is understood as physical return and does not imply or suggest that returnees are living in a safe environment with dignity and access to sustainable livelihood opportunities or adequate resources. National, gubernatorial and local authorities as well international and local humanitarian partners were involved in all the steps of DTM activities. Final results were validated by the government of Nigeria.

Ce rapport présente les résultats des données collectées aux dates du 2 et 3 juin 2021 dans les zones directement affectées par l'éruption volcanique, notamment dans les 18 quartiers de la ville de Goma et dans 12 villages du territoire de Nyiragongo. Les données ont été collectées avec l’appui des autorités gouvernementales et de la Division Provinciale des Affaires Humanitaires (DIVAH) du Nord-Kivu. Des équipes d’enquêteurs se sont rendues dans tous les quartiers et villages ciblés et ontrécolté auprès de 48 informateurs clés des informations précises sur les déplacements.

The objective of the Emergency Tracking Tool (ETT) is to collect information on large and sudden population movements. Information is collected through key informant interviews or direct observation. This dashboard provides information on displacement which occurred on  3 June 2021 in one site of Lac Province. On 3 June 2021, due to increasing insecurity in the Lake Province and the lack of humanitarian assistance, 54 households (189 individuals) preventively left the villages of Karaga and Kaouda located in the islands of Lake Chad (Kangalam sous-préfecture, Mamdi départment) to take refuge in the Bibi Dar Al Amné site, located on the mainland (within the same sous-préfecture).

Le suivi des urgences a pour but de recueillir des informations sur les mouvements importants et soudains de populations. Les informations sont collectées à travers des entretiens avec des informateurs clés ou des observations directes. Ce tableau de bord présente des informations sur des mouvements de personnes survenus le 3 juin 2021 dans un site de la province du Lac. Le 03 juin 2021, en raison de l’insécurité croissante dans la province du Lac et du manque d’assistance humanitaire, 54 ménages (189 individus) ont quitté de manière préventive les villages de Karaga et Kaouda situé dans les îles du lac Tchad (sous-préfecture de Kangalam, département de Mamdi) pour se réfugier dans le site de Bibi Dar Al Amné, situé sur la terre ferme (au sein de la même sous-préfecture).
