From 06 to 13 November 2019, in close coordination with Mozambique’s National Institute for Disaster Management (INGC), IOM’s Displacement Tracking Matrix (DTM) teams conducted multi-sectoral location assessments (MSLA) in resettlement sites in the four affected Provinces. The DTM teams interviewed key informants capturing population estimates, mobility patterns, and multi-sectoral needs and vulnerabilities The site profiles shows an overview of each site assessed during this round. 

Three separate fire outbreaks at Fulatari Camp and Government Girls Secondary School (GGSS) Camp Monguno have left 79 IDPs homeless, and properties belonging to the victims destroyed.   The first incident occurred at about 2:40 PM on 25 November 2019 at Fulatari Camp affecting 56 individuals (17 households), with 8 shelters destroyed and 9 shelters partially damaged. Two women reportedly sustained first and second-degree burns and were rushed to Alima Clinic for proper medical attention. The affected individuals include 28 children, 16 women and 12 men.   In the same vein, two other incidents at Government Girls Secondary School (GGSS) Camp on 26 and 27 November 2019 in the afternoon, left 4 shelters destroyed, and 2 further shelters damaged while trying to quench the fire. A total of Twenty-three individuals (4 households) which includes 16 children, 4 adult males and 3 adult females were affected, with their belongings razed in the fire disaster.   The affected victims are currently staying with friends and relatives within the camps, and are in need of food items, Shelter, and Non-Food Items (NFIs). At the time of this report, victims are awaiting humanitarian assistance from partners, with only Green Concern for Development (GREENCODE) having supported with hygiene kits for the population affected at Fulatari Camp.  

Ce neuvième rapport de la DTM dans la province du Lac donne un aperçu de la situation de déplacement dans cette province du Tchad, où les déplacements de populations sont dus à l’insécurité liée aux violences perpétrées par des groupes extrémistes armés. Les informations présentées dans ce rapport ont été collectées dans les lieux de déplacement, auprès d’informateurs clés en proche collaboration avec les autorités locales et nationales, du 1er août au 17 septembre 2019. La DTM a identifié une population déplacée totale de 222 019 individus : 169 003 Personnes Déplacées Internes (PDI), 47 364 retournés et 5 652 ressortissants de pays tiers (RPT). 64% de la population déplacée est composée de mineurs ayant entre 0 et 17 ans, tandis que les personnes de plus de 60 ans représentent 4% des personnes déplacées. 74% des personnes déplacées identifiées vivent dans des camps ou sites alors que 26% vivent au sein de communautés hôtes.

During the period of 18 – 24 November 2019, a total of 1,806 movements were recorded, which composed of 1,175 arrivals and 631 departures. Arrivals were recorded at locations in Askira/Uba, Bama, Damboa, Dikwa, Gwoza, Jere, Mobbar, Monguno and Ngala Local Government Areas (LGAs) of Borno State. Arrivals were also recorded in Demsa, Girei, Gombi, Maiha, Mayo-Belwa, Michika, Mubi North, Mubi South, Numan, Song, Yola North and Yola South LGAs of Adamawa State. Departures were recorded in Gwoza and Kala/Balge LGAs of Borno State. Departures were also recorded in Demsa, Girei, Gombi, Hong, Madagali, Maiha, Mayo-Belwa, Michika, Mubi North, Mubi South, Numan and Song LGAs of Adamawa State.   ETT assessments identified the following movement triggers: voluntary relocation (40%), poor living conditions (34%), improved security (11%), fear of attack (10%), conflict/attack (3%), involuntary relocation (1%) and military operations (1%).

Since early April, the security situation in conflict-affected areas in south Tripoli has remained volatile. Since the Round 26 baseline assessment, DTM identified an additional 2,397 displaced families (approximately 11,983 individuals), bringing the total number of internally displaced persons from South Tripoli to at least 28,027 families (approximately 140,133 individuals) who have been forced to leave their homes due to armed conflict since the start of hostilities on 04 April 2019.

ظلّت الوضعية الأمنية في المناطق المتأثّرة من النّزاع جنوب طرابلس غير مستقرة منذ مطلع شهر أبريل من سنة 2019. وقد سجّلت مصفوفة تتبّع النزوح نزوح 2.397 أسرة إضافية (حوالي 11.983 فردا) عن آخر أرقام مسجّلة، وبذلك بلغ مجموع الأسر النّازحة ما لا يقلّ عن 28.027 أسرة (أي حوالي 140.133 فردا) نزحت من مساكنها منذ ابتداء الأعمال العدائية يوم 04 أبريل 2019.
