سیستم ردیابی بیجاشدگان (DTM) از ماه می الی جون سال ۲۰۱۹ در هماهنگی با وزارت مهاجرین و عودت کنندگان (MoRR) یک برنامه آزمایشی ارزیابی نیازمندی های مبتنی بر جامعه (CBNA) را به عنوان بخش جدایی ناپذیر از ارزیابی بنیادی تحرکات (BMA) در ولایت اورزگان آنجام داد تا دید جامع تر از نیازمندی های چندین سکتوری قریجاتی بدست بیاید که میزبان بیشترین تعداد بیجاشدگان داخلی و بازگشت کنندگان هستند. در مناطق ارزیابی شده در ولایت اورزگان نیازمندی به سرپناه هنوز هم زیاد است، بخصوص بخاطر اینکه تعداد زیاد از خانه ها در آنجا آسیب دیده و یا ویران شده اند. ٪۱۲ از خانه ها کاملاً ویران شده اند، ٪۲۵ به شدت آسیب دیده اند، ٪۳۵ خانه ها اصلاً آسیب ندیده است. در ولسوالی خاص اورزگان %۶۸ خانه ها یا به شده آسیب دیده اند (%۳۵) و یا هم کاملاً ویران (%۳۳) شده اند. خساره دیدن و یا ویران شدن خانه ها گزینه های سرپناه را کمتر میسازد و از اینرو قیمت کرایه خانه نیز بلند میرود. %۴۷ جمعت ارزیابی شده در ولایت اورزگان توان پرداخت کرایه خود را نداشتند — این بلند ترین فیصدی در سراسر تمام ولایات ارزیابی شده است.

This report of the Round 29 Displacement Tracking Matrix (DTM) assessment by the International Organization for Migration (IOM) aims to improve the understanding about the scope of internal displacements, returns and the needs of affected populations in conflict-affected states of northeastern Nigeria. The report covers the period of 8 August to 8 October 2019 and reflects trends from the six most affected north-eastern states of Adamawa, Bauchi, Borno, Gombe, Taraba and Yobe. For Round 29; 2,035,232 individuals were recorded as displaced in affected states, an increase of less than one per cent or 16,719 compared with 2,018,513 IDPs that were recorded in Round 28. This is in-line with the previous round of assessment that was published in August 2019. Communal clashes and flooding due to heavy rains also played a part in increasing population mobility. The figure is almost at par with the number of displaced persons recorded in Round 25, conducted before escalating violence was observed in October 2018, when a significantly higher number of Local Government Areas (LGAs) and wards were accessible. In the DTM Round 25 assessment, 2,026,602 people were recorded as IDPs. Given that accessibility is still low and yet the numbers of IDPs are steadily climbing, it can be inferred that actual displacement figures are at a much higher level. To gain insights into the profiles of IDPs, interviews were conducted with 4 per cent of the identified IDP population — 86,530 displaced persons — during this round of assessments. The information collated and analysed in this report includes the reasons for displacement, places of origin and shelter types, mobility patterns, and unfulfilled needs of the displaced populations. Additionally, site assessments were conducted in 2,388 locations (up from 2,385 in the last round of assessment, published in August 2019). The purpose was to better understand the gaps in services provided and the needs of the affected population. These sites included 293 (down from 294 in last round of assessment) camps and camp-like settings, and 2,095 locations where IDPs were residing with host communities. Site assessments included an analysis of sector-wide needs, including shelter and non-food items, water, sanitation and hygiene (WASH), food and nutrition, health, education, livelihood, security, communication, and protection. Given that the State of Borno is the most affected by conflict-related displacements, this report specifically emphasizes the related analysis and data. Lastly, this report includes analyses on the increasing number of returnees, profiles of their initial displacement, shelter conditions of returnees, and health, education, livelihood, market, assistance and WASH facilities available to the returnees.

This document covers updates from the regional network of flow monitoring of migrants, as well as the tracking and monitoring of internal displacement in the countries. It is published on a monthly basis and covers the West and Central Africa Region.

IOM manages the Displacement Tracking Matrix (DTM) in Nigeria and other countries around the world, to support humanitarian communities with data on displacement and mobility. This information management product determines the status, locations, and needs of people affected by the ongoing conflict in Northeast Nigeria. As of 8 October 2019, the DTM has identified 2,035,232 IDPs (406,841 households) across Adamawa, Bauchi, Borno, Gombe, Taraba, and Yobe States. This represents an increase of one per cent (16,719 persons) over DTM Round 28, while the number of returns from neighbouring regions into situations of secondary displacement decreased by one per cent (23,529) from previous DTM round.

During the period of 16 – 22 December 2019, a total of 1,600 movements were recorded, which composed of 1,258 arrivals and 342 departures. Arrivals were recorded at locations in Askira/Uba, Bama, Damboa, Dikwa, Gwoza, Jere, Kaga, Mobbar and Ngala Local Government Areas (LGAs) of Borno State. Arrivals were also recorded in Demsa, Girei, Gombi, Hong, Madagali, Maiha, Michika, Mubi South, Numan, Song, Yola North and Yola South LGAs of Adamawa State. Departures were recorded in Askira/Uba, Bama and Kala/Balge LGAs of Borno State. Departures were also recorded in Demsa, Fufore, Girei, Gombi, Hong, Maiha, Mubi North, Mubi South, Numan, Song, Yola North and Yola South LGAs of Adamawa State. ETT assessments identified the following movement triggers: voluntary relocation (32%), poor living conditions (27%), improved security (19%), conflict/attack (19%), and fear of attack (3%).
Suite à des attaques menées par des groupes armés les 22 et 23 décembre 2019 dans le village de Dabalami situé sur l’une des îles du lac Tchad, dans le département de Mamdi (sous-préfecture de Kangalam), 73 ménages de 500 individus des villages de Kofia Almé, Bourni Goni, Sinakka et Kendelo, situés dans les environs du lieu de l’attaque, se sont déplacés de manière préventive vers le village de Kinassorom, situé sur une autre île du lac Tchad, dans la sous-préfecture de Bol.
