This summary presents initial findings from the eighth round of Mobility Tracking conducted across South Sudan through key-informant based assessment at payam and location level between February and March 2020. Mobility Tracking quantifies the presence of internally displaced persons (IDPs) and returnees in South Sudan in displacement sites and host communities. IOM DTM mapped a total of 1,600,254 IDPs (6% previously displaced abroad) and 1,533,390 returnees (33% previously displaced abroad) in 2,747 locations across South Sudan as of March 2020.

This situation report reflects the impact of COVID-19 restrictions on IDPs from 4 June 2020—11 June 2020.  People affected by humanitarian crises, particularly those displaced and living in communal settings, are often faced with challenges including vulnerabilities distinct from those of the general population. These vulnerabilities are further heightened by the disparate health and socio-economic impacts of COVID-19. As recently reported by IDMC, global figures of internally displaced persons (IDPs) reached an all-time high at the end of 2019. Conflict and disasters have triggered 33.4 million new internal displacements across 145 countries and territories in 2019. In particular, the number of new disaster related IDPs have increased to 24.9 million in 2019 (compared to 17.2 million in 2018). This is the highest figure recorded since 2012 and three times the number of new displacements caused by conflict and violence.  The movement restrictions and measures being imposed by countries, territories and areas as a response to the pandemic are directly impacting the daily lives and circumstances of IDPs and host communities. Livelihoods are being interrupted and access to healthcare, where it is available, remains limited. Many communities hosting internally displaced populations lack adequate investment into health, water and sanitation facilities, in addition to the issues of overcrowding, poor shelter, scarce resources and limited access to reliable information. The impact felt by these communities not only increases humanitarian need but also exasperates the existing and already complex barriers for IDPs to seek solutions.

In response to this pandemic, IOM’s Displacement Tracking Matrix (DTM) in collaboration with the Government of Mozambique’s National Disaster Management Agency (INGC) conducted an assessment in the resettlement sites from 02 to 05 June 2020, with the sole purpose to inform the government and humanitarian partners on the precautionary measures currently available in resettlement sites hosting displaced populations since Cyclone Idai. The information gathered will help decision-makers to plan interventions and to recommend health and site preparations measures for outbreak prevention and containment in the resettlement sites in the central region. In the 72 resettlement sites assessed, nine sites (Bandua 2019, Begaja, Chingemidji, Inhajou 2019 and Maximedje sites in Buzi district of Sofala province and Chibue, Macocoe, Mucombe and Ngurue sites in Sussudenga district of Manica province) reported that in the past month, 39 migrant workers from South Africa and Zimbabwe settled in the sites. Ninety per cent of the sites reported a noticeable change in people’s behaviours and habits to better prevent COVID-19.

In response to the COVID-19 pandemic, the Government of Sudan (GoS) declared a nationwide health emergency and introduced mitigation measures in March 2020 to reduce the transmission of the virus. These measures include restrictions on travel due to closure of airports, points of entry (POE) along land borders and maritime boundaries, as well as domestic movement restrictions. 

A total of 2,134 movements were recorded, comprising 1,600 arrivals and 534 departures, between 1 and 7 June 2020. Arrivals were recorded at locations in Askira/Uba, Bama, Damboa, Dikwa, Gwoza, Mobbar, and Monguno Local Government Areas (LGAs) of the most-affected Nigerian State of Borno. Arrivals were also recorded in Fufore, Girei, Gombi, Hong, Lamurde, Madagali, Maiha, Michika,  Mubi North, Mubi South, Numan,  Song, Yola North and  Yola South LGAs of the state of Adamawa. Departures were recorded in Askira/Uba, Kala Balge and Maiduguri Metropolitan Council LGAs of Borno; Fufore, Gombi, Lamurde, Madagali, Maiha, Mubi North, Numan, Song and Yola South LGAs of Adamawa.   ETT assessments identified the following movement triggers: conflict/attack (33%), voluntary relocation (24%) poor living conditions (22%), improved security (11%) and fear of attack (10%).

This report presents the findings of Round 30 of the mobility tracking component of the Displacement Tracking Matrix (DTM) programme in Libya, covering the reporting period from March to April 2020. In Round 30, the number of internally displaced persons (IDPs) identified in Libya increased from 373,709 IDPs to 401,836 IDPs. New displacements during the reporting period were primarily due to an increase in the instances of armed conflict in western Libya. In particular during March – April 2020 displacements to the areas of Abu Qurayn, Sirt, Hai Alandalus, Tajoura, and Garabolli were observed from the conflict affected areas.

Detention Centre Profiling is a component of IOM Libya’s Displacement Matrix programme. It is a data oriented tool that routinely provides specific sex and age demographic data and key sectorial information on individuals held in Libya’s detention Centres on the date of assessment.

As per the May 2020 population count, the population stands at 111,766 individuals (15,959 households) in 12,054 inhabited shelters (on average 9 individuals per shelter). According to indicative  Displacement Site Flow Monitoring findings, the number of new arrivals per month  has been decreasing since December 2019. Entry and exit movements from the Bentiu PoC site continue to be characterized by short, medium and long-term movement in similar proportions to the first quarter of 2020. While COVID-19 developments in Greater Unity are expected to impact communities within the state, the current absence of an area lockdown/complete movement restrictions for Bentiu PoC site residents results in regular inflow and outflow mobility between the site and surrounding locations within national curfew hours (median of 12,480  individuals entering and 13, 427 individuals exiting per day in the month of May 2020).

Displacement towards Eastern Libya continues to be reported by field observers since the last update of IOM Libya’s Displacement Tracking Matrix (DTM) on 07 June 2020. Furthermore, armed conflict in Wadi Al Jareef (Sirt region) on 10 June reportedly heavily affected local communities, leading to new displacement to Sirt city (at least 1,900 IDPs). Overall, DTM identified an additional 1,095 internally displaced families (approximately 5,475 individuals)since the last update, bringing the total number of internally displaced persons to at least 4,790 families (approximately 23,950 individuals) who have been forced to leave their homes since 04 June.
